06926Y0365-Professional and Support Services for NYC HRA Jobs Plus Program

Pursuant to Section 3.05 of the PPB rules, the DSS / Information Technology Services (ITS) intends to enter into negotiations for a Sole Source contract with Arbola, Inc. to provide Professional and Support Services for NYC HRA Jobs Plus Program by conducting quarterly reviews, tracking, monitoring, assisting, updating dashboard and reporting for the effective managing of program performance during the period of 7/01/2026 to 6/30/2028. DSS has determined that Arbola, Inc. is the sole provider for the required services because Arbola, Inc. is the creator of the JOBS-Plus application at HRA, and for several years now, has continued to provide technical assistance, enhancements, and ongoing support for the agency and its users.  Arbola, Inc. retains all the institutional knowledge and resources associated with the application and remains the Sole provider of its ongoing support. Any firm or organization that believes it can also provide these services is invited to respond to the RFI 06926Y0365 "Professional and Support Services for NYC HRA Jobs Plus Program" by e-mailing to the Agency Contact Shafeqa Brothers at ACCOContractPlanning@dss.nyc.gov or by submitting a response through the PASSPort Discussion Forum for the subject E-PIN 06926Y0365.
