Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the New York City Police Department (“NYPD”) intends to enter into negotiations with Firstline Civil Construction LLC (“Firstline”) to provide comprehensive Maintenance and Repair Services of NYPD’s Perimeter Security System located at 1 Police Plaza, New York, NY.

NYPD has determined that Firstline is the sole source vendor for these services because Firstline is the only authorized vendor that has necessary training certifications, authorized technicians, and access to the intellectual property to make the necessary repairs, services and installations on the Barrier One products located at 1 Police Plaza.  Due to the proprietary nature of the NYPD’s Perimeter Security System, NYPD believes that only Firstline can legally provide the required services.

Any vendor besides Firstline that believes that it can provide the services is invited to do so.  Complete specifications are found in Passport.  To respond in PASSPort, please upload a Capability Statement in the Documents Submission Section of the Manage Responses tab.
