Pursuant to Section 3-05 of the NYC Procurement Policy Board Rules, it is the intent of the New York City Department of Finance to enter into sole source negotiations with PayPal Inc. (“PayPal”), to provide payment services by the public for taxes, fees, and fines owed to the City of New York. PayPal offers City clients with convenient payment options for their payment activities with the Department and is a unique preferred service for a large international customer base. In addition to providing a method of online payment for city clients who wishes to limit exposure of their credit card information and expedited checkout process, it provides DOF's unbanked customers with access to online payments as well.

Any vendor, besides PayPal, that believes it can provide the above references services is invited to express its interest by submitting a response in PASSPort. Please complete the Acknowledgment tab and submit a response in the Manage Responses tab. If you have questions about the details of the RFx, please submit through the Discussion with Buyer tab.
