Description
The National Park Service (NPS), Department of Interior (DOI), John Ward Creek Bridge Replacement for the Kennesaw Mountain National Battlefield Park. The John Ward Creek Bridge Replacement is located at Eastern Crossing of John Ward Creek on South Loop Trail. This project will replace the existing unsafe footbridge with a new pedestrian/equestrian bridge with handrail. Stabilize the creek bed by the bridge foundations, obliterate the parallel horse trail, and restore the deep bank cuts at the horse crossing. The existing bridge will be demolished and replaced with a prefabricated equestrian bridge. The site location is Kennesaw Mountain National Battlefield Park (KEMO), 905 Kennesaw Mountain Dr. NW, Kennesaw Georgia.

This procurement is being set aside for Small Business, Indian Small Business Economic Enterprises (ISBEE). If your company is interested, submit your detailed capabilities in writing to demonstrate the same or similar experience to this project. This is not a request for proposal, request for quote, or invitation to bid. No proposal package, solicitation, specification, or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Pre-Solicitation announcement, or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (John Ward Creek Bridge Replacement, Kennesaw Mountain National Battlefield Park (KEMO) and identify your socio-economic status; Small Business, Indian Small Business Economic Enterprises (ISBEE).

Your response is due no later than 1700hrs/10:00 am Eastern Time on 4 February 2025.

The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. All firms should be registered and certified in the Systems for Awards Management (SAM) at www.sam.gov, in order to participate in this requirement. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.

Project Description (Scope)
The primary objective of the project is to provide orientation plaza at Gateway Site on Moccasin Bend. This plaza includes visitor orientation amenities for the Gateway Site consisting of driveway and parking infrastructure; two pre-designed, packaged structures for a pavilion and restroom; and associated grading and landscaping. Several wayside exhibits. The Gateway site is currently undeveloped and is opened only for special events and programs. The Gateway Site was identified development of a staffed visitor center with museum displays. The current implementation action is the first step in a phased development of the Gateway Site. During this first phase, initial visitor amenities will be constructed to help orient visitors as well as provide educational information and facilitate opportunities for visitors to enjoy and appreciate the area.

This requirement involves performing work as defined in the Specification and Drawings that will be provided when the solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation and other attachments as required. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued.

The solicitation, Request for Proposal (RFP) and its attachments will be issued electronically. Anticipated publish date: On or about 10 February 2025. The solicitation documents will be posted to SAM.gov | Contract Opportunities. The contracting office will not provide hardcopies or email copies of the solicitation.

Only one site visit will be offered for this opportunity, and the information shall be listed in the formal solicitation when it is published to SAM.gov.
