This Concept Paper is being offered to organizations and the general public to announce an upcoming Request for Proposals (RFP)  that is expected to be released in 2026.

The New York City Department of Housing Preservation and Development (HPD) intends to release a Request for Proposal (RFP) for HPD partners with a network of community-based organizations (CBOs) and service providers across the five boroughs who help low-income New Yorkers prepare and apply for affordable housing lotteries. The Housing Ambassador Expansion program enables CBOs citywide to offer affordable housing seekers up-to-date and consistent information, materials, and assistance with the application process.

Proposals and Prequalification applications will ONLY be accepted through PASSPort. If you do not have a PASSPort account or Approved PASSPort HHS Accelerator PQL Application, please visit nyc.gov/passport to get started. If you have any questions about your HHS Accelerator PQL status or for assistance with creating a PASSPort account, please contact the Mayor's Office of Contract Services (MOCS) by submitting an inquiry to the MOCS Service Desk.
