Pursuant to Section 3-05 of the NYC Procurement Policy Board Rules, it is the intent of the New York City Police Department (“NYPD”) to enter into sole source negotiations with CNC Technologies, LLC (“CNC”) with the expectation that CNC Technologies, LLC will be awarded a contract to provide an all-inclusive Fixed Wing aircraft program management support services of the NYPD’s fully equipped and customized mission critical 2016 Cessna Caravan aircraft.

The services will include project engineering management and access to CNC’s proprietary integrated airborne and ground-based systems, technical training and live 24/7/365 technical support, aircraft preventive maintenance and support services, hangar space and associated office space, fuel, provisioning of goods and services to maintain the aircraft operational and decommissioning of goods on an as needed basis.  The services provided under the contract constitute a one-stop solution for operating and maintaining the NYPD’s existing Fixed Wing program.

The NYPD has determined that CNC Technologies possesses exclusive technical expertise, proprietary technology, and historical knowledge essential for managing and supporting the Fixed Wing program.   CNC Technologies has served as a program manager of the NYPD Fixed Wing program, and has been responsible for procuring, equipping, and maintaining the NYPD’s Fixed Wing aircraft. Additionally, CNC is the creator and sole proprietor of the CNC LIVE integrated platform, which is currently utilized by the NYPD’s Cessna Caravan aircraft. As such, the NYPD believes that CNC Technologies is the only legally authorized vendor capable of delivering these services.

Any vendor besides CNC that believes that it can provide an all-inclusive Fixed Wing program management services for NYPD’s existing Cessna Caravan aircraft is invited to do so.  Complete specifications are found in Passport.  To respond in PASSPort, please upload a Capability Statement in the Documents Submission Section of the Manage Responses tab.
