THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE REQUEST FOR PROPOSAL (RFP) IS POSTED TO THIS WEBSITE.

This is a 100% Service-Disabled, Veteran-Owned, Small Business (SDVOSB) set-aside.

PROJECT NO./TITLE: 675-23-100, Bid-Build (DB) Services, Renovate Lake Nona Building 2 for Emergency Department (ED) and Observation Unit.

The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8 has a requirement to provide construction services to include labor, materials, tools, equipment, supervision, and all other resources necessary to construct all the elements to Renovate Lake Nona Building 2 for Emergency Department and Observation Unit in accordance with the Statement of Work (SOW) and other specifications.

Work Location: Department of Veterans Affairs, Orlando VA Healthcare System, Lake Nona facility, 13800 Veterans Way, Orlando, FL 32827.

Estimated Target Completion Period: 540 calendar days after issuance of the Notice to Proceed.

In accordance with VAAR 836.204 (g), the magnitude of construction is between $5,000,000 and $10,000,000. North American Industry Classification System (NAICS) 236220 Commercial and Institutional Building Construction. Size Standard is $45.0 Million. Product Service Code (PSC) Y1Dz Construction of Other Hospital Buildings.

The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation, providing the best value to the Government. The solicitation will be issued on or about February 19, 2025. All information for this solicitation will be posted on the SAM.gov website at SAM.gov.

At the time of proposal submission, all interested firms must have current registration in the System for Award Management (SAM) www.SAM.GOV and certified as a Service Disable Veteran Owned Small Business in Veteran Small Business Certification (VetCert) at www.veterans.certify.sba.gov. Proposals of contractors not registered/certified in both databases will not be considered for award.

Green Environmental Management System (GEMS) - Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state, and local environmental laws and other requirements such as medical center policy and project specifications. In addition, contractors should incorporate pollution prevention and waste minimization into operations.
