The Office of Construction and Facilities Management (CFM) is conducting market research regarding the use of a Project Labor Agreement (PLA) for RFP 36C10F24R0018, Project Number is 691-20-150 A, New Boiler Plant at the West Los Angeles VA Medical Center.
Please complete the PLA questionnaire. PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy: uses Project Labor Agreement (PLA) is to strengthen the construction labor market for labor stability, cost control, workforce quality and safety standards. A PLA is required for large-scale construction projects. See FAR Clause 52.222-34 Project Labor Agreement
