Pre-Solicitation Notice for Solicitation 36C24225B0009; Project # 632-25-001 Northport Mill and Fill Northport Parking Lots Phase 2 as required in scope of work, drawings, and specifications, located at the Northport VA Medical Center, 79 Middleville Rd. Northport, NY 11768.
This project will be 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). Competition for this procurement is restricted to verified SBA Cert SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in https://veterans.certify.sba.gov.
Scope of Work: Full scope to be included in solicitation.
The scope of this project is to perform mill, fill, concrete, sidewalk, ramps, and curb work for parking lots A, C, and Q at the Northport VAMC. The approximated square footage of all three parking lots is 145,000 square-feet. Work is to include all labor and material for the removal of the top 3 layer of the asphalt road, trucking and disposal, and installation of 3 asphalt per the specifications. In addition, the striping of the roads, including the striping of the cross sections of roads/parking lot striping, in-kind striping to what is existing. Refer to Attachment A. Work is also to include sealing of all edges and seams of the asphalt at the end of work. All road and traffic signs are to be replaced in kind. Work is to be performed in phases per parking lot. Each parking lot must be completed prior to moving onto another parking lot, unless approved by the Contracting Officer Representative (COR) in writing. Addition or subtraction of striping and signs not noted in the contract documents require prior approval by COR.
Magnitude of construction cost range is $500,000.00 -$1,000,000.00.
General Construction - NAICS: 237310, size standard: $45.0 million. The offeror shall obtain all necessary licenses or permits required to perform this work in the State of New York to include abatement if required in accordance with New York City Department of Environmental Protection (NYCDEP) Title 15, Chapter 1, and New York State Department of Labor (NYSDOL) Industrial Code Rule 56 (12 NYCRR Part 56)., the VAMC specification and applicable federal regulations. The solicitation is being issued as an Invitation for Bids under FAR Part 14. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million.
Prospective contractors must be registered and certified online with Veteran Small Business Certification (sba.gov); (lack of certification will be considered non-responsive) and must be registered at http://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about January 27, 2025.
