INTRODUCTION
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build minor construction project #596-334, Construct Replacement CLC Complex Care building at the Franklin R. Sousley campus at the Lexington VA Medical Center (VAMC) located at 2250 Leestown Road, Lexington, KY 40511.
PROJECT DESCRIPTION
The contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the construction of a new ten (10) bed Small Home in support of the new CLC Community at the Frankin R. Sousley Campus. Construction practices shall comply with all VA solicitation drawings and specifications, VA regulations, procedures, and conditions for work at the VA medical center and any applicable codes as per requirements of all governing agencies.
Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work as required by the drawings and specifications. The new facility will be approximately 13,900 square feet of new construction.
Contractor shall complete the intent of project 596-334 in strict accordance with the Statement of Work, drawings, and specifications. All work not specifically identified by the drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents.
ADMINISTRATIVE
The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR Part 15 (Contracting by Negotiation) and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in February 2026, though this issuance date is subject to change. The period of performance is approximately 455 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
