Crime Victims Assistance Program Concept Paper:
The Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) is committed to enhancing its policies and procedures to more effectively serve survivors of domestic and gender-based violence and other crimes.

ENDGBV assumed oversight of the Crime Victim Assistance Program (CVAP) in July 2024 and engaged in a thorough and comprehensive review of the program. To learn about the successes and challenges of the program, ENDGBV spoke to various stakeholders, including the New York City Police Department (NYPD), New York City District Attorneys’ Offices, Department for the Aging, community-based organizations, advocates, and survivors. During these conversations, our Office heard that stakeholders see value in embedding victim services in precincts. Precinct-based advocates can provide survivors with emotional support, short-term crisis counseling and safety-planning, internal advocacy with NYPD, and connection to services. ENDGBV also heard that survivors may face barriers to accessing these services, especially survivors who may not want to receive services in close proximity to NYPD, and operational challenges related to the precinct environment. ENDGBV heard that CVAP services can be duplicative and that survivors could benefit from more long-term engagement with advocates and more connections to neighborhood-based services.

In response to the feedback ENDGBV received, ENDGBV is re-envisioning CVAP to build on the program’s successes and address its structural and operational challenges. ENDGBV in collaboration with the NYC Department of Social Services (DSS) plans to issue a Request for Proposals (RFP) for CVAP that will offer survivors of domestic and gender-based violence and other crimes short- and long-term services in both precinct-based and neighborhood-based venues. The RFP will seek up to six (6) qualified services contractors to operate CVAP. One (1) provider will provide precinct-based services and up to five (5) providers will provide community-based services in each borough.
