INTRODUCTION:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction project at the Kerrville VA Medical Center (VAMC) located at 3600 Memorial Blvd, Kerrville, TX 78028.
PROJECT DESCRIPTION:
Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM INFRASTRUCTURE UPGRADES as required by drawings and specifications. Project scope includes, but is not limited to, the following infrastructure upgrades: Electrical (electrical panel upgrade, power [normal, emergency]); Bonding; UPS; Building Management System interfaces; new/upgraded existing HVAC; reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes, cable); space renovation for Data Center (expanded space, cable management, server rack configuration); communications infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary; physical security upgrades; upgrade fiber infrastructure backbone campus-wide within buildings and between buildings; provide diversified path for WAN; and Hazardous Materials abatement. Project buildings include 1, 2, 11, 18, 29, 46, 96 and site.
ADMINISTRATIVE:
The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in early May of 2026. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
