The Department of Environmental Protection (DEP), Bureau of Laboratories requests bid submissions for a four (4) year service agreement for a Shimadzu LC/MS instrument used to conduct comprehensive analysis of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS). The contract shall be awarded to the vendor that can meet all requirements as identified in II. Requirements. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.

SPECIFICATIONS

I. General:

The Department of Environmental Protection (DEP), Bureau of Laboratories requests bid submissions for a four (4) year service agreement for a Shimadzu LC/MS instrument used to conduct comprehensive analysis of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS). The contract shall be awarded to the vendor that can meet all requirements as identified in II. Requirements. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.

II. Mandatory Requirements:

1. 72-hour response time for onsite service

2. Troubleshooting phone support included at no cost

3. OEM Parts, labor and travel included during coverage

4. Turbo and Rotary pump coverage in event of failure

5. Onsite Technical Support when needed

6. One PPM (full maintenance service) per year

7. Firmware and ROM updates as necessary for optimal instrument performance

8. Minor software updates necessary for continued operation of instrument

9. Shimadzu software troubleshooting

10. Factory trained and certified Service Engineers and Technical Scientists

• Certificates of training must be made available if requested.

11. Training on hardware and software

12. Access to technical bulletins and documentation

V. Bid Award:

The contract shall be awarded to the vendor that can meet all requirements as identified in II. Requirements. Attachment A - Bid Award, upload and attach to your bid submission. Failure to complete Attachment A - Bid Award shall result in your bid being rejected as non-responsive.

VI. Payment Terms:

Payment shall be made upon satisfactory receipt of services and invoice submitted.

VII. Contract Term:

Contract shall commence January 1, 2026, or upon PO execution and terminate December 31, 2029.
