GENERAL PROJECT REQUIREMENTS
The CRRMA and TPWD desire the restoration of public aerial access to the Franklin Mountains
through design and construction of a new tramway system to be designed and construction in
accordance with the requirements outlined below.
I. PROJECT OBJECTIVES
The primary objectives of the project include:
1.1 Safety - Provide a tramway system that meets or exceeds:
* ANSI B77 standards
* Applicable Texas requirements
* Federal regulations
* Ropeway industry best practices
* ASCE21 People Mover Standards
1.2 Reliability - Achieve:
* Minimum 98% operational availability
* Service life of 30 years or greater
* Redundant safety systems
1.3 Capacity - Provide transportation capacity sufficient to accommodate:
* Peak tourism demand
* Special events
* Future visitor growth
1.4 Sustainability - Minimize:
* Energy consumption
* Environmental impacts
* Lifecycle costs
1.5 Visitor Experience - The project shall deliver:
* Modern cabins
* Enhanced views
* Comfortable ride experience
* Attractive architectural features
2. SCOPE OF SERVICES
The selected Respondent shall provide all labor, materials, equipment, engineering services,
permits assistance, construction services, testing, commissioning, documentation, and training
required for a complete operational aerial tramway system. The scope shall include, at minimum:

2.1 Preliminary Engineering
* Site investigations
* Geotechnical studies
* Topographic surveys
* Wind studies
* Environmental assessments
* Utility coordination
* Preliminary system design
2.2 Final Design - Complete design for:
* Haul rope system
* Track ropes (if applicable)
* Towers and foundations
* Drive systems
* Emergency braking systems
* Communication systems
* Monitoring and control systems
2.3 Equipment and System Components - Provide all required:
* Trams or gondola cabins
* Mechanical equipment
* Electrical systems
* Structural components
* Control systems
* Spare parts inventory
2.4 Construction - Perform:
* Site preparation
* Foundation construction
* Tower erection
* Electrical installation
* Mechanical installation
* Environmental mitigation measures
2.5 Testing and Commissioning - Complete:
* Factory acceptance testing
* Installation verification
* Load testing
* Safety testing
* Operational testing
* Emergency evacuation drills
2.6 Training - Provide training for the Texas Parks and Wildlife Department (TPWD)
maintenance and operation staff and administrators from both CRRMA and TPWD

3. SYSTEM REQUIREMENTS
3.1 Preferred Technology - The CRRMA will consider the following, but Respondents
shall clearly justify the selected technology:
* Detachable cabins
* Jig-back technology
* Other proven ropeway technologies
3.2 Capacity Requirements - Minimum requirements:
* Passenger capacity: two 15-passenger cabs
* The system shall manage 200 passengers per hour, or better
3.3 Accessibility - The system shall comply with:
* Americans with Disabilities Act (ADA)
* Texas Accessibility Standards
Cabins and stations shall accommodate:
* Wheelchairs
* Mobility devices
* Strollers
3.4 Wind Performance - The system shall be designed for the following, but Respondents
must provide documented operating limits:
* High desert wind conditions
* Local mountain turbulence
* Extreme weather events typical of the Franklin Mountains region
3.5 Design Life - Minimum design life:
Component Design Life
Towers 50 years
Foundations 75 years
Mechanical Systems 30 years
Rope Systems Per manufacturer standards
4. ENVIRONMENTAL REQUIREMENTS
The selected Respondent shall:
* Minimize disturbance to Franklin Mountains State Park resources;
* Protect wildlife habitat;
* Control erosion and sedimentation;
* Reduce visual impacts; and
* Mitigate project-related environmental effects.

5. OPERATIONAL REQUIREMENTS
The tramway shall be capable of:
* Year-round operation;
* Daytime and nighttime service;
* Emergency evacuation procedures;
* Remote monitoring;
* Predictive maintenance monitoring; and
* Required availability of a minimum 98% annual operational readiness.
6. INSURANCE REQUIREMENTS
The selected Respondent shall be required to maintain the following insurance requirements (limits
shall be established during contract negotiations), during the project:
* Commercial General Liability;
* Professional Liability;
* Workers Compensation;
* Automobile Liability; and
* Builder's Risk Insurance.
7. PERFORMANCE GUARANTEES
The selected Respondent shall provide:
* Performance bond;
* Payment bond;
* Warranty coverage (not less than 2 years from Final Acceptance);
* Availability guarantees; and
* Manufacturer support commitments.

The Respondent, having familiarized itself with the local conditions affecting the cost of work and
with the project requirements outlined in the CRRMA's RFQP, hereby propose to perform
everything required to be performed and to provide, furnish, and install all the labor, materials,
necessary structures, tools, expendable equipment, and all other requirements necessary to
complete the project requested by the CRRMA's RFQP in a workmanlike manner, as may be
required for the successful completion of the

Within the specified limits and in accordance with the RFQP documents issued by the CRRMA,
including Addenda numbers ___________________________, for the unit prices identified
below.
Each Price Proposal must be submitted on this prescribed FORM and all blank spaces for pricing
must be filled in, with ink or typewritten. FAILURE TO FILL IN ALL BLANK SPACES MAY
CAUSE THE PRICE PROPOSAL TO BE DEEMED NON-RESPONSIVE, WHICH WOULD
NOT BE EVALUATED.
Line item entries shall prevail over sum total entries. When discrepancies exist between unit prices
and corresponding extended prices, unit prices shall prevail.

GENERAL PROVISIONS
1. CONTRACT DATA REQUIREMENTS LIST (CDRL).
1.1. DEFINITIONS AND USE
The Contract Data Requirements List (CDRL) identifies items that are contractually
required to be submitted to the CRRMA. A preliminary version of the Contract Data
Requirements List is provided in SP section of the Tramway Special Provisions. The
Contractor shall submit a revised version of the preliminary CDRL list to the CRRMA for
review and acceptance within 30 days of the NTP. This revised CDRL list, after it has been
accepted by the CRRMA, will then replace the preliminary version currently provided in
the Special Provisions section of this RFP. The data in the CDRLs generally do not include
financial reports, invoices, and other information incidental to Contract administration.
1.2. REQUIREMENTS FOR PREPARATION AND REVIEW OF CDRL
SUBMITTALS.
The Work specified in this section summarizes the requirements for the preparation of
CDRL submittal documents to, and review by, the CRRMA. Specific requirements for
each submittal are defined in these Contract Documents. All submittals, including any
supplemental submittals, between the Contractor and the CRRMA or its agents must follow
these requirements and shall be subject to the CRRMA's review. All printed, audio, and/or
video information presented in the CDRL submittals shall be in the language and system
of units defined in CDRL 1, System Design or other units as may be accepted in advance
by the CRRMA. Format shall be:
a) Date and revision dates.
b) Contract title and number.
c) The names of Contractor, subcontractor, supplier, manufacturer, and when
applicable, the seal and signature of a Registered Engineer for the involved
discipline.
d) Identification of product by either description, model number, style number,
or lot number.
e) Subject identification by Contract drawing or specification reference.
f) Action Block - Include a blank space, three inches by four inches, in the
lower right corner, just above the title block, in which the CRRMA may
indicate the action taken.
2. FORCE MAJEURE.
"Force Majeure" shall mean any act, event or condition that has, or may reasonably be expected to
have, a material adverse effect on the rights or obligations of the parties under this Contract and

that results in a partial or total curtailment of the design, construction, or operation, of the System,
if such act, event or condition is beyond the control of the party relying thereon as justification for
not performing an obligation or not meeting a preset milestone in the approved schedule, or by not
complying with any condition required of such party under this Contract and without such party's
fault or negligence. Such acts, events or conditions may include, at a minimum, the following:
a) An act of God such as an earthquake, landslide, floods, impassable roadways or
other cataclysmic phenomenon of nature, not including weather.
b) Fires and explosions as a result of sabotage.
c) Epidemics or quarantine restrictions.
d) An act of public enemy, war, blockade, insurrection, riot, general unrest or restraint
of government and people, civil disorder or disturbance or similar occurrence.
e) Governmental preemption of supplies, materials, or equipment in connection with
a national emergency.
f) Power or other utility failure.
g) Strikes, walkouts, work shutdown, or similar industrial or labor action excluding
lockouts.
h) Defaults or delays of subcontractors solely as a result of an act, event or condition
of Force Majeure if the cause of the delay or default was unforeseeable, is beyond
the control of both the Contractor and the subcontractor, and without the fault or
negligence of either, unless substitute supplies, materials, equipment, services,
and/or construction are not reasonably obtainable from other sources in sufficient
time for the Contractor to meet the Contract requirements.
3. SAFETY AND SECURITY.
The Contractor shall be responsible for developing system safety requirements and for ensuring
that its team members and subcontractors are in compliance. The Contractor shall regularly update
the system safety plans described in the following sections. In addition, the Contractor shall
determine and coordinate, as needed, with CRRMA program management and system safety staff
regarding the program's impact on the rest of the CRRMA operating system.
3.1 SYSTEM SAFETY PROGRAM PLAN (SSPP).
The Contractor shall develop and implement a system safety program that ensures the
Project is designed, constructed, operated and maintained in a safe manner. The Contractor
shall prepare and submit a System Safety Program Plan (SSPP) that identifies the
Contractor's safety management approach during the final design and construction of the
Project. This document shall be submitted for CRRMA's receipt (CDRL 13) no later than
60 days after NTP and updated semi-annually throughout the duration of the Project so that
it accurately reflects the Project status at all times. The Contractor shall assure that this and
all documents will be updated to adequately address the design, build, operate and maintain
requirements of the Project.
The SSPP shall describe the Contractor's system safety and security organization of
individuals responsible for the safety tasks, and the internal safety audit process. The
Contractor's safety organization shall be comprised of personnel that are independent,
separate from the project staff and reporting to the highest authority of the construction
