WYLER AERIAL TRAMWAY PROJECT
REQUEST FOR QUALIFICATIONS AND PROPOSALS
INTRODUCTION
The Camino Real Regional Mobility Authority (CRRMA) is a local governmental entity that is
authorized to develop transportation projects, including aerial tramways, and has been involved in
the expenditure of more than $1.6 billion worth of transportation improvements in the El Paso,
Texas region since 2007. The Texas Parks and Wildlife Department (TPWD) of the State of Texas
owns the Wyler Aerial Tramway facility in El Paso, which operated for many years, until it was
determined to be past its useful life expectancy in 2018. After this determination, and after the
benefit of public involvement, TPWD decided to pursue the development of a new tramway and
associated improvements at the existing location in the Franklins Mountains State Park.
TPWD also completed a feasibility study and partnered with the CRRMA for the development of
the improvements, now known as the Wyler Aerial Tramway Project, which consists of three
distinct components: Phase 1, Phase 2, and the tramway component. Phase 1 includes the design
and construction of a new loop road, restroom improvements, and various other site and amenity
improvements and is under construction now. Phase 2 includes the design and construction of a
base station visitor center, an aerial station facility, and associated site improvements and will be
constructed after the new tramway is operational. The tramway component consists of the design
and construction of a new aerial tramway system at the site. The referenced feasibility study can
be found on the Procurements Page of the CRRMA’s website (www.crrma.org).
The CRRMA has issued this Request for Qualifications and Proposals (RFQP) for the design and
construction of the tramway component – namely, a new aerial tramway in El Paso, Texas (the
Project), as more fully described below. Upon completion, the Project will be owned, operated,
and maintained by TPWD.
The CRRMA Board of Directors authorized the issuance of this RFQP to solicit qualifications and
proposals from firms, partnerships, corporations, joint ventures or other teams (collectively,
Respondents) interested in serving as the tramway designer and construction contractor for the
Project. This RFQP has been issued pursuant to and in accordance with the CRRMA’s Policies and
Procedures Governing Procurements of Goods and Services by the CRRMA, including Section 11
Development Agreements, and the statutes governing regional mobility authorities in Texas,
including Chapter 370 of the Texas Transportation Code. The CRRMA’s procurement policy may
be found on the Agency Policies page of the CRRMA website (www.crrma.org).
I. DESCRIPTION OF THE PROJECT.
Through this RFQP, the CRRMA is seeking a qualified provider to design and construct a new
tramway system in the Franklin Mountains State Park adjacent to the existing tramway that ceased
operations in 2018. The total design and construction budget available to Respondents for this
Project is $5,940,000. Construction is anticipated to take place from Fall of 2027 through Spring
of 2028. While the CRRMA and TPWD are developing various other site improvements and

upgraded amenities (i.e. Phases 1 and 2), those responsibilities are not included in this RFQP. The
scope of the Project contemplated by this RFQP only includes the design and construction of a
new tramway, to include new vehicles/cars and all required equipment and infrastructure necessary
for a fully operational tramway system. However, the selected provider will be required to
coordinate with the CRRMA and its consultants to ensure that the new tramway works seamlessly
with the improvements being developed within Phases 1 and 2. While the existing tramway may
remain in limited use for radio/tv tower maintenance, no work on the existing tramway is included
in the scope of this Project. Conceptual illustrations of the Project, including the referenced site
improvements and upgraded amenities are attached to this RFQP as INTRO ATTACHMENT A.
Additional information about Phase 1, which is currently under construction, can be found on the
Past Procurements Page of the CRRMA's website (www.crrma.org) from the project titled “Wyler
Aerial Tramway Project.”
The CRRMA has assembled additional general reference documents about the various
improvements planned under Phases 1 and 2, which are available to prospective Respondents on
the Procurements Page of the CRRMA's website (www.crrma.org). However, the CRRMA makes
no representations or warranties as to the accuracy of the Project information being made available
in the reference documents or in the other material provided by the CRRMA. The CRRMA shall
not be liable for any defects, inaccuracies, or erroneous information made available to the
Respondents and/or their individual members.
II. AWARD AND ISSUANCE OF NOTICE-TO-PROCEED.
The CRRMA intends to issue the Notice to Proceed (“NTP”) upon execution of a contract resulting
from this RFQP process. The CRRMA reserves the right to defer the issuance of NTP for up to
sixty (60) days after the RFQP due date. Proposals, including prices, must remain valid for up to
sixty (60) days after the due date noted on the cover page of this RFQP.
III. MAXIMUM TIME ALLOWED.
Substantial Completion of the Project shall be achieved within 540 calendar days from the issuance
of the NTP and Final Acceptance of the Project shall not be later than 90 days following Substantial
Completion.
Final Completion shall be achieved when: (i) all system safety and integrated testing and
commissioning has been successfully completed; (ii) the testing has confirmed that all known
safety concerns have been properly mitigated; (iii) all necessary federal and state certifications for
the new passenger tramway have been achieved; and, (iv) the tramway is fully operational.
Failure to meet the deadline for Final Completion after 630 calendar days from the issuance of the
NTP will result in liquidated damages of $3,580.00 per day.
IV.
OVERVIEW OF PROCUREMENT PROCESS.
The procurement of the design and construction of the Project will be managed by the CRRMA
for the benefit of the TPWD, which will operate and maintain the tramway following its
