All bids must be F.O.B. Adrian, Michigan.
All bids must be form for not less than 45 days after official opening of bids.
The City of Adrian reserves the right to accept or reject any or all bids and to waive any irregularities.

PART 1 - GENERAL
SUMMARY
A. This Section defines the required scope of work for furnishing, installing, starting up, testing,
and placing into service a complete condensing hot-water boiler package for the Adrian WWTP
Boiler Replacement project.
B. The Contractor shall furnish and install exactly two Weil-McLain SVF-1500 condensing hot-
water boilers and all appurtenances, accessories, controls, venting components, combustion air
components, condensate handling components, piping trim, electrical/control interface compo-
nents, manufacturer-required accessories, start-up services, commissioning support, training, and
closeout documentation required for a complete and operable installation.
C. The boiler package specified herein is a mandatory scope requirement for bidding. Bids shall be
based on the exact boiler manufacturer, model, configuration, controls platform, venting basis,
and associated appurtenances specified in this Section.
D. Substitutions, alternates, voluntary deducts, value-engineered substitutions, or equivalent boiler
packages shall not be included in the Contractor's bid unless specifically approved by written
addendum prior to bid opening.
E. The Contractor shall include all labor, materials, equipment, rigging, coordination, field installa-
tion, controls coordination, manufacturer-authorized start-up, testing, training, and closeout
documentation required to provide a complete operating boiler system.

MANDATORY EQUIPMENT REQUIREMENT
A. The required boiler equipment for this Project is two (2) Weil-McLain SVF-1500 condensing
hot-water boilers.
B. The specified boilers are not listed as a basis of design for comparison purposes. The specified
boilers are the required equipment for this bid package.
C. Contractors shall base their bids on furnishing and installing the exact boiler manufacturer
and model specified herein, including factory boiler controls, required manufacturer accessories,
compatible venting and combustion air components, condensate handling provisions, controls
interface components, start-up services, and all appurtenances required for a complete installation.
D. No alternate boiler manufacturer, alternate boiler model, alternate controls platform, alternate
venting category, alternate communications architecture, or alternate equipment arrangement
shall be provided unless specifically accepted by the Engineer and Owner by written addendum
prior to bid opening.
E. Post-bid substitution requests for the boiler package shall not be considered unless initiated by
the Owner or Engineer due to documented product unavailability, code compliance issue, or
other condition determined by the Owner or Engineer to warrant reconsideration.
F. Failure to bid the specified boiler package and associated appurtenances shall be cause for the
bid to be considered non-responsive, subject to the Owner's procurement requirements.
REFERENCE STANDARDS
ASME Boiler and Pressure Boilers shall comply where applicable.
Vessel Code, Section IV
AHRI Certification Boiler performance ratings shall be certified where applicable.
Requirements
CSA Listing Requirements Boilers shall be listed and labeled where applicable.
NFPA 54, National Fuel Gas Gas-fired boiler installation shall comply where applicable.
Code
International Fuel Gas Code Installation shall comply where adopted by the authority having
jurisdiction.
Applicable State and Local Mechanical, plumbing, electrical, venting, combustion air, and
Codes emissions requirements shall comply with governing codes and
regulations.

APPENDIX AND REFERENCE DRAWINGS
A. Existing basement layout drawings and selected plan drawings are included in the Appendix for
Contractor reference, coordination, and field verification.
B. Appendix drawings are provided to show available information regarding the existing boiler
room, basement arrangement, general equipment layout, access constraints, and related existing
conditions.
C. The Contractor shall review the Appendix drawings before bidding and shall coordinate the
Work with the existing basement layout and indicated project requirements.
D. Appendix drawings shall not relieve the Contractor of responsibility for field verification. The
Contractor shall verify actual dimensions, elevations, access paths, rigging paths, door openings,
structural clearances, utility locations, pipe routing, vent routing, combustion air routing,
electrical service locations, controls locations, and other conditions affecting the Work.
E. Where conflicts are identified between Appendix drawings, existing field conditions, project
drawings, and the specified boiler package, the Contractor shall notify the Engineer before
proceeding with affected Work.
SUBMITTALS
Product Data Manufacturer's literature for the specified Weil-McLain SVF-1500
boilers; dimensional data; connection sizes; venting requirements;
control features; electrical requirements; communications capabilities;
boiler performance data including input, output, efficiency, turndown,
and working pressure; and data for all field-installed appurtenances
and accessories.
Boiler Package Submit data for all boiler package appurtenances furnished with or
Appurtenances required for the specified boilers, including pressure relief valves,
isolation devices, drains, gauges, thermometers, condensate
neutralization components, combustion air components, vent
accessories, control interface components, Modbus communications
components, sensors, switches, interlocks, and manufacturer-required
accessories.
Shop Drawings Equipment layout and service clearance requirements; boiler piping
schematic showing all field-installed trim and specialties; venting and
combustion air routing; condensate routing; and control drawings
prepared by the Contractor or boiler vendor showing control wiring,
interlocks, Modbus communications architecture, BAS monitoring
interfaces, points list, and all required field terminations.
Start-Up Documentation Manufacturer-authorized start-up report for each boiler, including
control settings, combustion readings, safety verification, operational
testing, alarms, lead/lag sequencing verification, and BAS monitoring
verification.

Closeout Submittals Operation and maintenance manuals; final approved submittals;
start-up reports; commissioning support documentation; warranty
certificates; recommended maintenance schedule; replacement parts
list; and warranty service contact information.
Substitution Requests Substitution requests are not permitted after bid unless specifically
requested or accepted by the Owner or Engineer. Any substitution
request allowed prior to bid shall be submitted in sufficient time for
review and shall only be valid if approved by written addendum.
QUALITY ASSURANCE
A. Boilers shall be factory assembled, factory tested, and listed or certified for the intended service.
B. Installer shall be experienced in commercial condensing boiler installation.
C. Initial start-up shall be performed with support of a manufacturer-authorized representative or
qualified factory-authorized service organization.
WARRANTY
Heat Exchanger Manufacturer's standard non-prorated warranty, minimum 10
years.
Parts Manufacturer's standard non-prorated warranty, minimum 2
years.
Commencement of Warranty Warranty shall commence upon Substantial Completion or
Period successful start-up, whichever occurs later, unless more stringent
project requirements apply.
DELIVERY, STORAGE, AND HANDLING
A. Deliver, store, and handle boilers and accessories in accordance with manufacturer's written
instructions.
B. Protect equipment from damage, dirt, moisture, and weather during shipment, storage, and
installation.

PART 2 - PRODUCTS
MANUFACTURERS
A. Boiler manufacturer shall be Weil-McLain.
B. Boiler model shall be SVF-1500.
C. Quantity shall be exactly two boilers.
D. Alternate manufacturers, alternate boiler models, or equivalent boiler packages shall not be
provided unless specifically approved by written addendum prior to bid opening.
E. The Contractor shall furnish the specified boiler package complete with all manufacturer-
required and project-required appurtenances necessary for a complete, code-compliant, operable
installation.
BOILERS
A. Provide exactly two Weil-McLain SVF-1500 condensing, stainless steel, vertical firetube hot-water
boilers.
B. Boilers shall be furnished as a coordinated package using the specified manufacturer, model,
controls platform, connection arrangement, venting basis, and appurtenances required by this
Section.
C. Boilers shall not be substituted with other boiler manufacturers or models. Dimensional,
performance, controls, communications, venting, connection, or serviceability differences shall
not be accepted as equivalent unless specifically approved by written addendum prior to bid.

E. Construction shall include 316 stainless steel heat exchanger and shell, vertical firetube design,
modulating low-emissions burner, direct spark ignition, variable-speed blower assembly, negative-
pressure regulated gas valve, intake combustion air filter, removable stainless steel condensate
tray, and industrial-grade frame with removable jacket panels.

G. Safety and compliance features shall include CSD-1 compliant features as furnished by the
manufacturer, manual reset low-water cutoff, manual reset high and low gas pressure switches,
UL 353 certified high-limit control with manual reset, and UL 353 certified operating control.
VENTING
A. Provide venting suitable for the specified boiler and installation.
B. Venting arrangement for this Project shall be Category II vertical exhaust.
C. Venting materials, supports, terminations, drainage provisions, and accessories shall be installed
in strict accordance with boiler manufacturer's requirements and applicable code requirements.
D. Vent material, vent sizing, vent drainage, combustion air arrangement, and terminal configuration
shall be as indicated on the Drawings and in the boiler manufacturer's written installation
requirements.
FIELD-INSTALLED APPURTENANCES
A. The Contractor shall furnish and install all field-installed appurtenances required for a complete
and operable installation of the specified Weil-McLain SVF-1500 boiler package.
B. Appurtenances shall be compatible with the specified boilers and shall comply with the manu-
facturer's written installation requirements, this Section, and applicable codes.

C. Provide all boiler package accessories, trim, specialties, and appurtenances required for complete
operation, including but not limited to pressure relief valves, boiler isolation valves, drain valves,
thermometers, pressure gauges, condensate neutralization kit, condensate piping, combustion air
accessories, vent accessories, sensors, switches, interlocks, control wiring accessories, Modbus
communications components, and required boiler control interface components.
D. Pressure relief valves shall be ASME-rated and selected in accordance with the specified boiler
manufacturer's requirements, scheduled operating conditions, and applicable code requirements.
Set pressure shall be as indicated on the Drawings or schedules.
E. Condensate neutralization equipment shall be furnished and installed for each boiler or as a
common neutralization assembly where permitted by the boiler manufacturer and indicated
by the final installation arrangement. Condensate piping and neutralization components shall
be installed in accordance with manufacturer requirements and applicable plumbing code
requirements.
F. Venting, combustion air components, terminations, supports, drainage components, and acces-
sories shall be compatible with the specified Weil-McLain SVF-1500 boilers and shall be installed
in strict accordance with the boiler manufacturer's written requirements and applicable codes.
G. Controls appurtenances shall include all components required for the specified factory boiler
controls, local lead/lag sequencing, outdoor reset, alarms, safeties, Modbus communications,
BAS monitoring interface, and required field interlocks.
H. Unless specifically indicated otherwise on the Drawings, pumps, air separators, expansion tanks,
strainers, and hydronic distribution specialties outside the boiler package are not assumed
integral to the boiler package and shall be provided as indicated on the Drawings or elsewhere
in the project requirements.
I. Where a specific manufacturer, model, size, or arrangement of appurtenance is indicated on
the Drawings, schedules, or approved boiler submittal, the Contractor shall provide that exact
appurtenance unless a change is accepted in writing by the Engineer prior to installation.
CONTROLS BASIS OF REQUIREMENT
A. Each boiler shall be furnished with the factory integral Weil-McLain boiler control platform
provided with the specified SVF-1500 boiler package.
B. The boiler plant shall operate using the specified factory boiler controls for local boiler operation,
local staging, and local lead/lag sequencing of the two-boiler plant.
C. The factory control platform shall provide, as a minimum, multiple-boiler sequencing capability,
lead/lag operation, lead boiler rotation, outdoor reset capability, alarm handling, freeze protection,
warm weather shutdown, 0-10V input capability, and standard Modbus connectivity.
D. The Building Automation System shall be used for monitoring only and shall not be relied upon
for primary burner safety logic or primary boiler staging control.
E. The boiler package shall not require BACnet gateways, alternate communication converters,
or non-standard communications hardware to satisfy the specified basis of control integration
unless specifically indicated on the Drawings or accepted in writing by the Engineer.

F. BAS monitoring points shall be coordinated with the Drawings and with control drawings
prepared by the Contractor or boiler vendor. Monitoring points may include, at minimum where
supported by the final controls design, boiler enable status, run status, alarm status, lockout
status, supply or outlet temperature, return or inlet temperature where applicable, setpoint,
firing rate or modulation status where available, and other standard monitoring points available
through the factory control platform.
G. Final BAS monitoring points, addressing, communications architecture, control wiring, interlocks,
and field terminations shall be shown on control drawings prepared by the Contractor or boiler
vendor and submitted for review.
COORDINATION REQUIREMENTS
A. Coordinate final boiler operating setpoints, relief valve selection, vent material requirements,
BAS monitoring points, and control interfaces with the Drawings, project requirements, and
control drawings prepared by the Contractor or boiler vendor.
B. Where project-specific operating parameters are indicated on the Drawings or schedules, such
requirements shall govern.

PART 3 - EXECUTION
EXAMINATION
A. Review Appendix drawings and visit the site before bidding and before commencing Work.
B. Verify dimensions, access, utilities, vent routing, combustion air routing, rigging path, service
clearances, and installation conditions before procurement, fabrication, or installation.
C. Verify that the specified Weil-McLain SVF-1500 boilers and associated appurtenances can be
delivered, rigged, installed, serviced, and maintained within the existing basement space.
D. Do not install equipment where conditions are not acceptable for proper installation, code
compliance, service access, or manufacturer-required clearances.
E. Notify the Engineer of conflicts, dimensional limitations, access limitations, utility conflicts,
venting conflicts, or other conditions that may affect installation before proceeding with affected
Work.
INSTALLATION
A. Install exactly two Weil-McLain SVF-1500 boilers in accordance with manufacturer's written
instructions, approved submittals, Drawings, this Section, and applicable codes.
B. Install the complete specified boiler package, including boiler units, manufacturer-required
accessories, field-installed trim, appurtenances, venting, combustion air components, gas pip-
ing connections, condensate piping, controls interfaces, Modbus communications components,
interlocks, supports, and accessories required for a complete and operable system.
C. Provide clearances and service access recommended by the boiler manufacturer. Coordinate
final location to permit safe operation, maintenance, and removal of service components.
D. Install Category II vertical exhaust vent system complete with supports, terminations, drains,
and accessories required by code and manufacturer.
E. Coordinate boiler installation with existing conditions, structural supports, utility connections,
gas service, electrical service, BAS monitoring interface, and hydronic system connections.
F. Do not install substituted boiler equipment or substituted appurtenances unless specifically
approved in writing by the Engineer prior to procurement and installation.
FIELD QUALITY CONTROL AND START-UP
A. Provide manufacturer-authorized start-up support for the specified Weil-McLain SVF-1500
boilers. Submit written start-up and checkout documentation identifying control settings, safety
verification, combustion readings, and operational test results for each boiler.
B. Perform all pre-start checks, control setup, safety verification, gas train checks, venting verification,
combustion air verification, condensate drainage verification, communications verification, and
initial operational testing required by the manufacturer.
C. Demonstrate proper local lead/lag operation of the two-boiler plant using factory controls and
verify all safeties, alarms, interlocks, and BAS monitoring points.
