INVITATION TO BID
Electronic Water Meters and Appurtenances
The Western Virginia Water Authority (WVWA) is soliciting sealed bids from qualified vendors to purchase electronic water meters 5/8”, 3/4”, 1”, 1-1/2” thru 10” water meters and appurtenances.
All Bidding Documents must be downloaded at www.westernvawater.org/bids . Technical inquiries regarding this bid should be directed to the Meter Manager Rachel Ramsey at telephone (540) 283-2909, or by email at Rachel.ramsey@westernvawater.org.
It is the responsibility of the Bidder to check the Authority’s website for any addenda that may be issued prior to the Bid Opening. Bidder must acknowledge all issued addenda on Bid Form. Failure to do so shall be grounds for rejection of the bid.
Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.

We require that you provide at least a 48 hour notice so that reasonable efforts may be made to provide the proper arrangements. You may be requested to specify the nature of any accommodation of assistance which may be required for your participation.
One original and one copy - (2) complete bids of the proposal must be submitted in a sealed envelope/package marked "BID# WVWA-FOD-26-04" and received at the WVWA Field Operations Facility, 3322 Hollins Road NE, Roanoke, VA 24012, no later than 3:00 PM (Local prevailing time) on August 20, 2025 ‑ at which time the bids will be opened and read‑aloud. It is the responsibility of the bidder to ensure that bids are received in the appropriate place and by the designated time.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes. Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
Since this is a formal request for bids, no faxed or emailed bids will be accepted. Any bid received after the date and time specified will be returned to the proposer unopened.
The WVWA shall provide the mechanism for evaluation of all information received. The WVWA reserves the right to make the final determination of responsible offerors and to waive informalities and/or irregularities and to accept or reject any or all bids. The bid may be awarded to multiple bidders if in the best interest of the WVWA.
The contract term is one year with the ability to renew the contract annually if agreed to by both parties for a maximum of two more times. The one-year period shall begin on September 1, 2025. Contract agreements shall be executed within thirty days of bid opening.
