Contract for Miscellaneous Parts and Fittings
June 17, 2025
The Western Virginia Water Authority (WVWA or Authority), is requesting sealed bids for a contract to supply miscellaneous parts and fittings in assorted sizes to FIELD OPERATIONS. The attached scope of work and specifications are submitted for your review and proposal consideration.
Two (2) complete copies of the sealed bid will be received at and until 2:15 P.M. (local prevailing time) on June 17, 2025, in the office of FIELD OPERATIONS, 3322 Hollins Road, N.E., Roanoke, VA 24012. It is the responsibility of the responder to insure that their response is clocked in at the office of FIELD OPERATIONS by the above date and time. Any responses received after the above date and time will be returned to the offeror unopened. All responses must have the BID number and title clearly marked on the envelope. You must complete and sign the Contract and BID form. Since this is a formal invitation to bid, no faxed or emailed bids shall be accepted. Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

Contract for Miscellaneous Parts and Fittings
The work is generally described as: Furnish, deliver, and unload miscellaneous parts and fittings used in the installation, repair, or replacement of water and sanitary sewer systems. Goods shall be delivered and unloaded at the Authority’s warehouse located at 3322 Hollins Road, Roanoke, VA, or at jobsites within the Authority’s service area.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.
Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
All brass materials quoted with this bid must be lead free in accordance with TheReduction of Lead in Drinking Water Act signed effective January 4, 2014.
All Bidding Documents must be downloaded at www.westernvawater.org/bids. Given the extent of bid items in the contract, an electronic file of the bid form will be provided on the website above. This may be used by the Bidder to type in their prices and then printed, but two (2) hard copies in a sealed envelope must be submitted as instructed above. The Authority requests the provided electronic file be completed by the Bidder with their prices and sent to the email Trent.Cox@westernvawater.org within 24 hours after the bid opening time to assist with the bid tabulation process. Do not send the electronic file prior to the bid opening time. The hard copy will constitute the official bid. It is the responsibility of the Bidder to check the Authority’s website for any addenda that may be issued prior to the Bid Opening. Bidder must acknowledge all issued addenda on Bid Form. Failure to do so shall be grounds for rejection of the bid.
Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.

If a contract is awarded, the successful bidder(s) shall enter into a six-month contract with the Authority to provide the goods and services as defined in this invitation. The six-month period shall begin on July 1, 2025. Agreements shall be executed within thirty days of bid opening.
It is not the intent of the specifications to be proprietary, or to exclude any manufacturer or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, and clearly identified in the bid. Deviations or alternates discovered after bid award or material receipt, not stated in the bid, shall be grounds for disqualification and nullification of order.
