Equipment Rental Contract

Due: December 18, 2025

The Western Virginia Water Authority (WVWA or Authority), is requesting sealed bids for a contract to rent construction-related equipment to be used by the Authority.  The attached scope of work and specifications are submitted for your review and proposal consideration.

Two (2) complete copies of the sealed bid will be received until 3:00 P.M. (local prevailing time) on December 18, 2025, at the office of the FIELD OPERATIONS DIVISION, 3322 Hollins Road, NE, Roanoke, VA 24012.  Since this is a formal invitation to bid, no faxed bids shall be accepted.  It is the responsibility of the bidder to ensure that their response is clocked in at the office of the FIELD OPERATIONS DIVISION, by the above date and time.  Any responses received after the above date and time will be returned to the offeror unopened.  All responses must have the BID number and title clearly marked on the envelope.  You must complete and sign the Contract and BID form. Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

Equipment Rental Contract

The contract is generally described as: Provide rental equipment for the Authority to use on construction or maintenance related projects.  The rental equipment may need to be delivered anywhere within our service area.

It is the responsibility of the Bidder to check the Authority’s website for any addenda that may be issued prior to the Bid Opening.  Bidder must acknowledge all issued addenda on Bid Form.  Failure to do so shall be grounds for rejection of the bid.

Code of Virginia § 2.2-4303:  All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means.  In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.

Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.

If a contract is awarded, the successful bidder(s) shall enter into a one year contract with the Authority to provide the goods and services as defined in this invitation.  The contract period shall begin on the date the agreement is signed and executed by the Authority and extend through December 31, 2026.  Agreements shall be executed within thirty days of bid opening. This contract may be renewed for two additional terms for a maximum total of 3 years, if agreed to by the bidder and the Authority.

It is not the intent of the specifications to be proprietary, or to exclude any manufacturer or dealer. Any brand names used in these specifications are for comparison only.  Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison.  Any deviations or alternates must be submitted, in writing, and clearly identified in the bid.  Deviations or alternates discovered after bid award or material receipt, not stated in the bid, shall be grounds for disqualification and nullification of order.
