WRWS: Request for Proposals For Lease of Municipal Real Estate For Wireless Communications Facilities

The Town of Hingham, Massachusetts, is requesting proposals for the lease of municipal real estate to a federally licensed communications company or a real estate company with a written agreement with a federally licensed communications company to construct, own, locate, operate and/or develop one wireless communications tower facility and related equipment upon a portion of the property owned by the Town and located at the Weir River Water System facility at 900 Main Street, Hingham, MA for the purpose of improving service coverage within the Town and for its residents.

This procurement shall be conducted in accordance with the provisions of M.G.L. Chapter 30B, §16, and those provisions are hereby incorporated by reference into this Request for Proposals (“RFP”). Separate Price and Non-Price proposals must be submitted in conformity with this RFP.

It should be noted that there is an existing wireless communications tower facility and related equipment at the site as shown on the drawings attached as “Exhibit A” to the sample lease included herein which have been approved by a Special Permit Decision by the Town of Hingham Zoning Board of Appeals (renewal dated December 27, 2022). That existing wireless communications tower facility and related equipment is presently owned and operated by a private vendor under an existing lease set to expire. The purpose of this RFP is to solicit proposals for a new lease at the site. All respondent proposals should clearly describe if they intend to utilize the existing wireless communications tower facility and related equipment (to the extent they own or have authority from the owner) or if they intend to construct a new wireless communications tower facility and related equipment at the site. To the extent that the Town has any ownership interest in said facilities then the sample lease shall be deemed approval to use said facilities.
