Description:

Woodruff Roebuck Water District is seeking bids for WRWD-SJWD Interconnection project. Bids will be received until 2:00 PM on Thursday, December 18th, 2025. Work consists of installing new utility-to-utility water meter connection, meter vault, valving, bypass piping, and approximately 870 LF of 12-inch Ductile Iron Pipe (DIP). The project is being funded by a loan from the State Revolving Fund (SRF).

ADVERTISEMENT FOR BIDS
Sealed bids for WRWD-SJWD INTERCONNECTION, to be constructed for WOODRUFFROEBUCK
WATER DISTRICT will be received at the office of the WRWD addressed 9890 Hwy 221, Woodruff, SC
29388, until 2:00 PM on Thursday, December 18, 2025, at which time the bids shall be publicly opened
and read aloud.
An Optional Pre-Bid Conference will be held on 1:30 PM on Tuesday, December 2, 2025, at the WRWD office
located at 9890 Hwy 221, Woodruff, SC 29388. Each bidder shall be limited to three personnel per
organization.
The Project consists of the installation of a new utility-to-utility water meter connection including meter
vault, meter, valving, bypass piping and approximately 870 LF of 12” DIP.
Bids will be received for a single prime contract. Bids shall be on a lump sum basis as indicated in the Bid
Form.
Digital copies of the bid documents are available through the Garver SharePoint site at no charge. Access to
the site can be reached by emailing TEMcCutchen@GarverUSA.com. Documents can be examined in
person at Garver Greenville Office, 75 Beattie Place, Greenville, SC 29601. Addendums to the bid package
will be issued through the SharePoint Site; therefore, all prime bidders shall be responsible for downloading
the bid documents from the Garver SharePoint site in order to be included in the Plan Holders List. Bidders
must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
This project is being funded by a loan from the State Revolving Fund. Bidders must comply with all applicable
state and federal requirements identified in the bid documents including Davis-Bacon and Build American,
Buy American (BABA) provisions.
Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and
subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal
Government shall be paid wages at rates not less than those prevailing on projects of a character similar
in the locality as determined by the Secretary of Labor in accordance with Subchapter IV of Chapter 31 of
Title 40, United States Code. The Department of Labor provides all pertinent information related to
compliance with labor standards, including prevailing wage rates and instructions for reporting. For more

Build American Buy American provision shall apply. Contractors must certify that all iron and steel,
manufactured products and construction materials used in the project are produced in the United States.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of
five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in
the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract
and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to
him. Such bid guarantee shall be made payable to WOODRUFF-ROEBUCK WATER DISTRICT.
Bidders must implement procedures that ensure that DBE firms are given opportunities for meaningful
participation if subcontracts are awarded.
The successful bidder must furnish a performance, and payment bond upon the form provided in the
amount of one hundred per cent (100%) of the contract price from an approved surety company holding a
permit from the State of South Carolina to act as surety, or other surety or sureties acceptable to the Owner.

Advertisement for Bids
The successful bidder shall provide fire, extended coverage, vandalism and malicious mischief insurance
equal to the actual value of the insured property during construction.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the
Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the
project.
WRWD reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to
be in the best interests of WRWD, and to reject nonconforming, nonresponsive, or conditional bids.
