Montgomery County Public Schools (MCPS) is seeking proposals for Wrap Around Services at
Community Schools. The information contained in the attached Request for Proposal (RFP) provides
requirements.
A virtual pre-proposal conference will be held at 10:00a.m. EST via Zoom. Information to access the
conference is contained in the RFP, Section 14.0. Questions regarding the RFP must be submitted by
4:00 p.m., on February 18, 2026.
Please respond according to the instructions provided in the attached. Proposals must be received on or
before March 12, 2026 at 2:00pm EST. Proposals received after this date and time will not be considered.
Proposals shall be delivered in a sealed envelope with the RFP number, opening date and opening time
indicated in the lower left corner of the envelope. Proposals shall be delivered to MCPS Department of
Procurement, 45 West Gude Drive, Suite 3100, Rockville, Maryland 20850.
The offeror must submit one (1) original, one (1) redacted copy, one (1) electronic version on flash drive
and one (1) separate copy of the proposal. The proposal must be signed by an official having authority to
contract with MCPS. The firm and official's name shall be used. This solicitation does not commit MCPS
to pay any costs incurred in the submission of proposals or guarantee that an award will be made.
In the event of emergency closing of the MCPS Board of Education offices, this RFP will be accepted at
the same time on the next regular working day.

Community Schools Wraparound Services
1.0 INTENT
Expansion of Community Schools Wraparound Services
The purpose of this Request for Proposal (RFP) is to partner with community agencies, organizations, and
businesses, who provide services that support one of the thirteen wraparound services through contractual
services for elementary, middle, and high Community School students in Montgomery County, Maryland.
This RFP seeks local partners who provide services in the following areas:
● Enrichment opportunities-Athletics Focus
● Enrichment opportunities- Science, Technology, Engineering, Arts, & Music (STEAM) Focus
● Family Engagement-Capacity Building
● Health Services (dental and vision specific)
● Professional Learning (Instructional and Non-Instructional for Community Schools school-based and
central office staff)
● Wellness (Mindfulness, Trauma-Informed, Yoga, etc.)
This RFP seeks partners who share a vision for expanding student-centered learning, ensuring that all students
have access to high quality instructional enrichment and extracurricular programs aligned to STEAM-based
standards in support of the instructional program, family engagement capacity building, and addressing barriers
to learning for students, families, and staff. Ultimately, this proposal seeks to increase access and participation
among traditionally underrepresented students in enrichment opportunities, provide opportunities for capacity-
building sessions for families/caregivers, enhance staff professional capacity through differentiated professional
learning, thus preparing students to be career, college, and citizen ready while building the capacity of the adults
that support their educational journey.
The products and services would broadly serve the following objectives:
● Increase access among traditionally underrepresented students to STEM-based experiences outside of
the traditional classroom or traditional school day;
● Spark middle school student interest in pursuing STEM-based coursework or programs of study in high
school, with a strategic focus on traditionally underrepresented populations;
● Provide hands-on maker, coding, and engineering experiences to middle school students during and
outside the school day;
● Provide organization and infrastructure for local technology challenges and competitions for middle
school students;
● Engage teaching professionals, parents, and fellow students in STEM-based initiatives.
2.0 INTRODUCTION
Montgomery County Public Schools (MCPS) is the 15th largest school system in the United States, and the
largest in the state of Maryland. During the 2024–2025 school year, MCPS served around 160,000 students
from 157 countries speaking 150 languages. With a Fiscal Year (FY) 2026 Operating Budget of approximately

$3.6 billion, MCPS employs more than 24,500 employees. MCPS has 77 MSDE designated Community
Schools- 53 elementary schools, 15 middle schools, 7 high schools, and 2 special schools. The 2025-2026
designated schools are listed here. The student demographics of MCPS Community Schools (53 Schools) in
2024-2025 are as follows:
● Hispanic/Latino: 58.8%
● Black or African American: 26.1%
● Asian: 6.3%
● White: 5.7%
● Two or more races: ≤ 2.7%
● American Indian or Alaskan Native: ≤0.2%
● Native Hawaiian or other Pacific Islander: ≤0.2%
● Students receiving free & reduced-price meals (FARMS): 90.0%
● English for Speakers of Other Languages (ESOL): 39%
● Students receiving special education services: 15%
● Students with 504 Plans: 2.3%
In alignment with our strategic priorities, MCPS believes that all students should receive a solid academic
foundation, grounded in strong critical thinking skills, with opportunities to enhance and enrich their learning.
All students will develop resilience, be adaptable, and have a lifelong passion for learning. All students will
become effective communicators and collaborators predicated on meaningful relationships. All students will
make a positive impact in their community and be ready for success in their personal and professional life.
Therefore, MCPS holds high expectations for all students and staff; distributes resources as necessary to provide
extra support and interventions so all students can achieve; identifies and eliminates any institutional barriers to
students’ success; and ensures that equitable practices are used in all classrooms and workplace.
MCPS also believes that all students will graduate ready to thrive in a changing world—with the knowledge,
skills, and confidence necessary to lead, adapt, and make a positive impact in their communities and beyond.
This is achieved when we engage every student, every day; learning is achieved by cultivating curiosity and
encouraging determination, focus, and hard work; and adult learning and engagement are key to student
learning. Therefore, MCPS encourages and supports critical thinking, problem solving, active questioning, and
risk taking to continuously improve; stimulate discovery by engaging students in relevant and rigorous
academic, social, and emotional learning experiences; and challenge ourselves to analyze and reflect upon
evidence to improve our practices.
MCPS is focused on ensuring that all students receive the same level of opportunities to learn while aligning
experiences to our students’ potential. With the advent of more rigorous standards for college and career
readiness in recent years, the rollout of the Next Generation Science Standards, and new assessments aligned to
these standards, there is great potential to focus teaching and learning on what all students need to know and be
able to do to thrive in college, careers, and life in a global society. Whereas these standards and curricula serve
as an important force in getting all students—not just some—to the highest levels of attainment, access to hands-
on, outside of the classroom experiences must be expanded to serve under-represented populations.
3.0 SCOPE OF SERVICES
3.1 Proposals should address the entire scope of services. Requirements include:
(a) Specifying the specific service area from those listed for proposal:

(specific which one of the five areas or if all)
c. Family Engagement-Capacity Building
d. Health Services (dental and vision specific)
e. Professional Learning (Instructional and Non-Instructional for Community Schools school-
based and central office staff)
f. Wellness (Mindfulness, Trauma-Informed, Yoga, etc.)
(b) Material and human resources to provide the specific experiences/services to students or adults
during and outside the school day. Proposals should include a sequence of experiences or
curriculum structure for the students and designate grade span focus on elementary, middle,
high school, Birth-12th grade, families, or school or central-based staff.
(c) Engagement of teaching participants, their families, specific staff and higher-grade students
as supporters of the activities in (a) and (b) above;
(d) Explicit connections to addressing at least one of the thirteen wraparound services as listed in
the Blueprint for Maryland’s Future (MD Educ Code §5-223) states that wraparound services
include:
a. Extended learning time, including before and after school, weekends, summer school,
and an extended school year;
b. Safe transportation to school;
c. Vision and dental services;
d. Establishing or expanding school-based health center services;
e. Additional social workers, mentors, counselors, psychologists, and restorative
practice coaches;
f. Enhancing physical wellness, including providing healthy food for in-school and out-
of-school time and linkages to community providers;
g. Enhancing behavioral health services, including access to mental health practitioners
and providing professional development to school staff to provide trauma-informed
interventions;
h. Providing family and community engagement and supports, including informing
parents of academic course offerings, language classes, workforce development
training, opportunities for children; and available social services as well as educating
families on how to monitor a child’s learning;
i. Establishing and enhancing linkages to Judy Centers and other early education
programs that feed into the school;
j. Enhancing student enrichment experiences;
k. Improving student attendance;
l. Improving the learning environment at the school; and
m. Any other professional development for teachers and school staff to quickly identify
students who need these resources.
(e) Explicit proposals for recruitment and access among traditionally underrepresented
populations in your specific service area.
(f) Geographic area/specific school clusters aligned to the 77 Community Schools

3.2 Technical Requirements and Vendor Experience
The vendor shall have proven experience working with birth to five, elementary, middle, and high school
students, families, or school/central-based staff in the selected service area. In addition, the vendor’s proposal
shall provide examples of similarly completed service delivery/capacity-building sessions, or services/sessions
in progress, that demonstrate the responding firm’s expertise and capabilities in each of the selected above-
listed areas. Examples might include, for example, detailed descriptions supported by printed screen shots,
references to websites or apps that MCPS will be able to review online, participant impact data etc.
3.2.1 Accessibility Maintenance and Support
During the term of the Agreement involving use of digital tools, the Entity shall provide an updated
and complete Accessibility Conformance Report (“ACR”) annually, or within 30 days of the release
of a significant product update (e.g., version 1.1 to version 2.0), as well as ongoing maintenance and
support for accessibility including:
1. Accessibility Compliance Audit: The Entity will periodically conduct accessibility audits, at
least annually, to ensure continued compliance with WCAG 2.1 Level AA. This audit should
include a list of identified WCAG 2.1 Level AA violations and estimated remediation
timeframes.
2. Accessibility Remediation: The Entity shall address any identified violations, conduct
validation testing, and provide documentation of the testing results.
3.2.2 Accessibility Indemnification and Guarantees
1. The Entity agrees to indemnify and hold harmless Montgomery County Public Schools from
any costs, expenses, liabilities, or obligations arising from accessibility-related issues involving
the digital tools provided under this Agreement. This indemnification includes the defense of
any legal action or proceedings alleging non-compliance with federal or State of Maryland
accessibility laws and regulations and payment of any resulting liabilities. This section will
survive the termination of the Agreement.
2. The Entity failing to meet the equivalent access standards established under Subsection
(a)(2) of Section 508 of the federal Rehabilitation Act of 1973 or WCAG 2.1 Level AA may
face civil penalties stated in Education Article, § 7-910, Annotated Code of Maryland.
3.2.3 Third-Party Technology
The Entity acknowledges that supplying third-party technology and/or content does not exempt the
Entity from ensuring product compliance with this section. The Entity bears sole responsibility for
determining the accessibility of such technology and must ensure that it can be edited or remediated
as necessary to comply with accessibility standards.
