Description


¿Sealed bids for construction of the WPCP Modifications (2021 CWSRF) will be received until May 15, 2026 at 10:00 AM local time. Bids must be submitted electronically through QuestCDN.com No paper submissions will be accepted. Base Cost of all Bids shall be published to the QuestCDN website no later than 30 minutes after the closing time. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except as specifically may be provided in the Instructions to Bidders and/or by State law.
The work shall include, but not be limited to, aerated grit system replacement, primary clarifier abandonment, clarifier bypass line and flume channel installation, pump station bypass piping and pad installation for portable pump use, skid-mounted WAS pump and piping installation at RAS/WAS pump station, pump, wetwell top and pipe replacement at facility pump station, air compressor system replacement with associated pipe and HVAC modifications, miscellaneous plant-wide equipment component furnishing and replacement, and associated electrical and SCADA improvements. Work also includes demolition, mobilization/demobilization, bonds, insurance, delivery of materials, taxes, and all other appurtenances necessary for completion of the Work. Time allotted for completion of work is 360 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.¿

PART 1. GENERAL
11 COMPETITIVE COST SEALED BIDS

Sealed bids for construction of the WPCP Modifications (2021 CWSRF) will be received
until May 15, 2026 at 10:00 AM local time. Bids must be submitted electronically through

1.2 SCOPE OF WORK

$200.00 for PDF file payable through the website. Bids must be submitted electronically

PRE-BID CONFERENCE

A pre-bid conference for the Project will be held on April 29, 2026 at 1:00 PM at City of
Moultrie Treatment Facility Conference Room, 1975 15th Avenue SW, Moultrie,
Georgia 31768. Attendance at the pre-bid conference is encouraged but not required.

CONTRACTOR LICENSE

The Scope of Work as described herein is defined as "utility contracting" in accordance
with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of
a valid license by the State of Georgia as a "Utility Contractor" and must also employ a
"Utility Manager" certification holder who will have oversight of all utility work. See
Instruction to Bidders for additional bidding requirements.

BONDS

Bids shall be accompanied by a bid bond or certified cashier's check in an amount not
less than 10% of the base bid. All bonds shall be by a surety company licensed in
Georgia with an "A" minimum rating of performance and a financial strength of at least
five (5) times the contract price as listed in the most current publication of "Best's Key
Rating Guide Property Liability". Performance and Payment Bonds, each in an amount
equal to 100% of the contract price shall be required of the successful bidder if contract is
awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the
attorney-in-fact to bind the surety and certified to include the date of the bond.

EASEMENTS & RIGHTS-OF-WAY

All easements and rights-of-way for permanent installations have been obtained or will
be obtained by the Owner prior to issuing the Notice to Proceed.

GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT

All qualifying Contractors and Subcontractors performing work with the City of
Moultrie must register and participate in the federal work authorization program
commonly known as E-Verify, or any subsequent replacement program, to verify the
work eligibility information of new employees. In order for a Bid to be considered, it is

mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be
completed and submitted with the Bid.

1.10 | FUNDING SOURCES

This project is funded in whole or in part by the Georgia Environmental Finance
Authority (GEFA) through the State Revolving Fund (SRF) Program and is subject to all
applicable state and federal requirements. The project is subject to the Davis-Bacon and
Related Acts, Disadvantaged Business Enterprise (DBE) requirements, Equal
Employment Opportunity (EEO) provisions, as well as American Iron and Steel (AIS)
and/or Build America, Buy America (BABA).

1.11 | RESERVATION OF RIGHTS

Owner reserves the right to reject any or all Bids, including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of
the Project to make an award to that Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability or fails to meet any other
pertinent standard or criteria established by the Owner.
