Workforce Innovation and Opportunity Act (WIOA) Youth Services

The County of Yolo, as an established local area, has received Workforce Innovation and Opportunity Act (WIOA) Title I Youth Formula grant funds, Title I Youth Formula, Catalog of Federal Domestic Assistance (CFDA) Number 17.259 funded by the United States Department of Labor (DOL), administered by the State of California, Employment Development Department, Workforce Services Division. The Workforce Innovation Board (WIB), the local board who oversees these funds, in partnership with the County of Yolo is seeking qualified Proposers to provide WIOA Title I Youth Services.  This RFP offers Proposers the opportunity to submit proposals for WIOA Title I funding to provide comprehensive youth services to eligible and enrolled youth participants aged 14-24 who reside in Yolo County. These services consist of thirteen (13) of the required fourteen (14) WIOA Title I program elements (also referred to as activities). Employment and/or training activities must be tied to the Yolo County Workforce Innovation Board (WIB) approved local and/or regional sectors.

Proposals are specifically being sought from the following eligible entities: an established public agency/institution, an established community-based organization, private non-profit agencies/institutions, private for-profit agencies/institutions, or a consortium providing services to youth. The proposal request is to provide employment and training opportunities leading to self-sufficiency for WIOA Title I eligible youth participants enrolled in the Yolo County WIOA Title I youth program who are  residing in the cities/communities of Brooks, Capay, Clarksburg, Davis, Dunnigan, Esparto, Guinda, Knight’s Landing, Madison, Rumsey, West Sacramento, Winters, Woodland, Yolo, and Zamora.  For the purpose of this RFP, Yolo County has been divided into the two (2) regions (see RFP Document).

The estimated budget for Region 1 is $250,000 and the estimated budget for Region 2 is $ 250,000.  Total awards not to exceed an estimated award total of $500,000 for fiscal year 2025-26, which may be awarded in separate contracts; one (1) contract for Region 1 and one (1) contract for Region 2.  Proposers must submit separate proposals for each region. These amounts are not guaranteed. Final contract compensation is dependent upon Yolo County’s future adopted budgets and revenues, and contract negotiations.

Proposers who submit a response to this RFP must have the ability to meet the requirements, including following the instructions, the terms and conditions, exhibits and attachments contained in this RFP.

IMPORTANT: Proposers who intend to submit a response to both Region 1 and Region 2 of this RFP, must submit two (2) separate proposals, one for each region.
