The City of New Haven Department of Health (NHV Health) invites qualified proposers to submit proposals to develop a Five-Year Workforce Development Plan that meets the current requirements of the Public Health Accreditation Board (PHAB) Accreditation Standards and Measures at the time of contract execution (e.g., Version 2022 or Version 2026) and builds upon the 2022-2025 Workforce Development Plan.
This Request for Proposals is issued in accordance with the City of New Haven purchasing and contracting requirements. The City reserves the right to waive informalities, reject any or all proposals, and accept the proposal deemed to be in the best interest of the City.
The New Haven Department of Health is the local public health authority serving the City of New Haven. NHV Health is pursuing initial accreditation through the Public Health Accreditation Board (PHAB) to strengthen accountability, performance, and continuous quality improvement. As part of this effort, NHV Health seeks a qualified consultant to develop a written Five-Year Workforce Development Plan that is compliant with PHAB Initial Accreditation Standards and Measures. The Workforce Development Plan must be built upon the 2022-2025 Workforce Development Plan (see attachment), assess the workforce capacity, preference for training types and formats, and include strategies for improvement that the criteria established by the PHAB. The Workforce Development Plan must also identify required trainings by job type and frequency with which recurring training must occur. A variety of free and low-cost training options (i.e., CT Train) must be listed for each training category and tier level (i.e., frontline, mid-level managers, and leadership staff).
