This request for proposal is for the implementation of Workday Enterprise Resource Planning (ERP) cloud-based software. This is for implementation only, using the Workday Launch Flex deployment approach.

Background

The County has made the strategic decision to retire its current on-premises primary Enterprise Resource Planning (ERP) system, Oracle E-Business Suite, and transition to Workday’s modern, cloud-based ERP platform. This initiative represents a significant transformation in the way the County manages its core business operations, ensuring scalability, flexibility, and long-term sustainability.

The existing ERP system has supported the County for more than a decade, providing functionality across Human Resources, Payroll, Finance, Purchasing, Budget, and Business Technology Services. While the system has been foundational to daily operations, it has reached the limits of its lifecycle. Increasing maintenance costs, limited vendor support, challenges with system upgrades, and outdated technical architecture have created inefficiencies that hinder the County’s ability to meet current and future business needs.

The County currently serves approximately 3,200 employees distributed across multiple constitutional offices, appointing authorities, and a wide variety of departments and divisions that perform critical public service functions. These stakeholders rely heavily on the ERP to manage end-to-end business processes, ensure compliance with state and federal regulations, and provide accurate and timely information for decision-making. The County’s ability to deliver efficient services to the public depends on the reliability, accuracy, and integration of its ERP platform.

By moving to Workday’s cloud-based ERP solution, the County seeks to realize numerous benefits, including:

  • Modernization of Systems: Streamlined processes with reduced reliance on manual and paper-based workflows.
  • Enhanced User Experience: An intuitive, mobile-friendly interface that meets the needs of today’s workforce.

This will include not only technical deployment, but also change management, training, and long-term support to empower County employees and leadership to adopt and fully leverage the new ERP solution.
