Sealed Bids for the construction of the “City of Westfield, Westfield Middle School Demonstration Stormwater BMP Project” will be received by the Office of Procurement, 59 Court Street, Westfield, MA 01085 until 3:00 p.m. local time on May 28, 2026 at which time the Bids received will be publicly opened and read. Sealed Bids must have outer envelope marked as “City of Westfield, Westfield Middle School Demonstration Stormwater BMP Project.”
The work consists of a Base Bid and two (2) Alternates. The Base Bid work includes selective milling and demolition of areas of the Westfield Middle School main parking area, select removal of existing site features (fencing, signage, bollards, etc.), removing and resetting of existing curbs, relocation of some light poles, new bituminous concrete pavement, new cement concrete sidewalks and curb ramps, new drainage infrastructure including a tree trench and bioretention basin, new striping and signage, new wood fencing, new interpretive signage, and new landscape soils and plantings. The Base Bid work also includes the construction of a new concrete dumpster pad at the rear side of the middle school with protective bollards. The Alternate 1 work includes expanding the main parking area with selective demolition of existing site features (trees, fencing, pavement), new bituminous concrete pavement and curbing, new striping, new bioretention basin, new interpretive signage, relocating some light poles, and new landscape soils and planting. The Alternate 2 work includes widening the rear parking area by demolishing a section of existing bituminous concrete pavement and sidewalk, removing and resetting existing granite curb, new bituminous concrete pavement, new striping and signage, new curb ramps, and restoration of existing lawn. Bids shall be on a lump sum basis, as indicated in the Bid Form.
All Bids for this project are subject to the provisions of Massachusetts General Laws Chapter 30, Section 39M as amended.

This project is partially funded by the Municipal Vulnerability Preparedness (MVP) Program and is subject to all applicable regulations.
Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract.
