January 7, 2026

HUNTSVILLE HOUSING AUTHORITY

INVITATION FOR BIDS (IFB) IFB NO. 2025-11

WINDOW AND EXTERIOR DOOR REPLACEMENT AT BROOKSIDE

This addendum to subject IFB is to provide answers requested on January 6, and 7, 2026

Question: In that the units for construction will be occupied, who will notify the tenants when construction starts in their unit?

Answer: HHA will notify tenants prior to construction start in their units. Contractors will coordinate with HHA. Contractors will not directly notify tenants unless otherwise directed.

Question: Who will ensure the Contractor will be able to enter based on the schedule from 8am- 4:30pm- cst?

Answer: HHA’s Property Manager or Site Supervisor will ensure access and coordinate scheduling. Contractor must adhere to these hours.

Question: Will HHA have someone on the construction site to oversee the tenant’s while construction is ongoing?

Answer: HHA’s Property Manager or Site Supervisor will monitor the site as closely as possible.

Question: In that construction will take place Monday- Friday, will five (5) days be counted against the 180 days required for completion in lieu of seven (7) days?

Answer: The 180 days refers to calendar days, but HHA may consider “working days” in the schedule. Clarification should be requested in writing from HHA.

Question: Based on the nature of this project, will the Contractor be allowed to invoice for stored materials?

Answer: This is not automatically allowed. Contractors must review the IFB terms—usually, invoicing for stored materials requires prior approval and proper documentation.

Question: Will HHA allow for materials to be stored in their facility?

Answer: Storage on-site is rarely allowed. Contractors must arrange their own storage or get explicit HHA consent.

Question: Is Goudy correct that the liquidated damage is $500/ day?

Answer: Based on the IFB, yes, $500/day is the liquidated damage for project delay.

Question: According to Goudy’s window supplier vinyl clad windows have been discontinued. Do HHA know of a supplier that can be contacted for this type of window?

Answer: It is the contractor’s responsibility to find a supplier that can adhere to the specifications of the IFB.

Question: What window color (s) will be used for this project?

Answer: The IFB specifications defines the window color as a standard: white or tan for occupied housing units.

Question: Who will perform the measurements of the windows?

Answer: The Contractor is responsible for precise measurements. HHA may provide approximate dimensions for bidding purposes.

Question: Will the windows have grills in the glass?

Answer: The windows are glass windows. The contractor will be replacing like-for-like windows.

Question: Are blinds in the existing windows, if yes who will be responsible for removal & installation?

Answer: Yes. The Contractor is responsible for careful removal and reinstallation.

Question: Presently, in reference to the existing doors are their screens doors. If yes, will the Contractor remove & dispose of these doors as well as the entrance & exit doors?

Answer: Yes. Removal and disposal of existing doors is the Contractor’s responsibility, including screens. The IFB speaks to 2-in-1 doors that combine the main door and screen into one unit.

Question: Will stops be required to go behind all doors.?

Answer: Stops behind doors are installed to meet required building code and to ensure proper operation of new doors.

Question: In the door spec it calls for an insulated steel or fiberglass exterior door. Does this apply to the storm door? The hardware package calls for a grade 1 or lockset, door viewer, and a deadbolt. This is not typical storm door hardware. Would standard hardware be accepted?

Answer: The specification for an insulated steel or fiberglass exterior door applies only to the main entrance/exit door, not the storm door. Storm doors are typically aluminum or vinyl and are not required to meet the same insulation or structural standards. Hardware package (Grade 1 lockset, door viewer, deadbolt) requirements are intended for the main exterior door. Storm doors typically come with standard latch hardware, not Grade 1 locksets or deadbolts. Standard storm door hardware is acceptable

Question: The IFB calls out 485 windows, is these 485 openings or are twin windows counted as 2 windows each?

Answer: The 485 windows refer to window units or openings, not individual sashes. Twin windows or paired windows: Each opening is typically counted as one window unit, even if it has two sashes side by side.

Question: Is the contractor responsible for making the windows egress compliant?

Answer: Yes, the Contractor is responsible for installing windows in a manner that meets building code egress requirements.

Documentation must be received sealed, in-hand, and time-stamped by the HHA no later than 2:00 PM CST on January 13, 2026. CAUTION: LATE SUBMISSION WILL BE HANDLED IN ACCORDANCE WITH THE PROVISIONS IN THE INSTRUCTIONS TO BIDDERS.

This addendum forms a part of the Contract Documents and modifies the original IFB. All other terms and conditions in the original IFB dated December 22, 2025 remains the same.
