Windham Geographic Boundary Brownfields RFP

The Southeastern Connecticut Council of Governments (SECOG) is seeking proposals from Qualified Environmental Professional (QEP) firms to support brownfield assessment and planning activities at various sites within the Town of Windham. SECOG was awarded a Brownfields Assessment Coalition Grant by the U.S. Environmental Protection Agency (EPA) under the FY 2025 competition. This RFP includes tasks to support site-specific reuse planning at 322B Main St and 11 Machine Shop Hill Rd, and the identification and prioritization of additional brownfield sites in Windham. All proposals must be submitted by 4:00PM EST on Wednesday, November 26, 2025. Full RFPs, including scopes of work and submission instructions, are posted on SECOG’s website at https://secogct.gov/rfp-rfq.
