NOTICE TO BIDDERS


The Mayor and City Council of Cumberland, Maryland are soliciting bids for the project:


WILLS CREEK PUMP STATION UPGRADES

CITY PROJECT NO. 2026-02-WTR


Completed bids shall be submitted to the City of Cumberland’s online solicitation website, until but not after 2:00 p.m. , local time, on 5/27/2026 .  All Bids will be virtually released at 2:00 p.m. on that date and available to view on the website. Released bid information does not constitute any award has been made.


Project description:

This project includes replacement of two existing water service horizontal split case centrifugal pumps and motors with two vertical in-line centrifugal pumps and motors at the Wills Creek Water Pump Station in Cumberland, MD. Project also includes replacement of a small communication tower structure at the facility.


A "Mandatory PREBID SESSION” for the purpose of answering or obtaining answers to questions of parties interested in performing the work, relative to construction details, will be conducted at 10:00 a.m. on 5/12/2026 at the Engineering Conference Room, Public Safety Building, 57 N. Liberty Street, Cumberland, MD.


A Proposal Guaranty (Bond or Certified Check) in the amount of at least 5% of the total bid shall be submitted with each bid.


The successful bidder will be required to submit a Performance Bond and a Payment Bond, for all construction contracts in excess of $100,000, at the time the contract is executed.


The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.

In accordance with the advertisement of the City of Cumberland, inviting proposals for the work
hereinbefore named, and in accordance with the plans and specifications now on file in the City
Engineering Department do/does certify that is/are
the only person or persons interested in this proposal as principals; that the proposal is made without
collusion with any persons, firm or corporation; that and examination has been made of the
specifications and contract form contained herein, also of the plans and of the site of the work and
do/does propose to
furnish all necessary machinery, equipment, material specified, labor and other means of construction in
whatever manner and sequence required. It is understood that the quantities of work as shown on the
"Bid Form" are to be performed complete at the indicated unit prices bid for each item.
The Contractor further covenants and agrees that the work shall be satisfactorily completed in _______
Calendar Days after the written notice to proceed.

It is further proposed:
To furnish a proposal guaranty (certified check or bid bond) in the amount of 5% of total bid. No
bid shall be considered without it.

I understand that the original check (or bond) shall be delivered to the City Clerk no later than
14 calendar days after the bid due date.
This is a Proposal Guaranty, which will be returned to the bidder if unsuccessful, and if
successful, will be returned to him or her if the Form of Contract shall be executed within ten
calendar days after the award of Contract; but if so awarded to this bidder, this check (or bond)
is to be forfeited to the City of Cumberland, Maryland, if the Form of Contract is not executed
within ten calendar days after the award.
Please note:
If successful bidder, it is required to furnish a Performance Bond and Payment Bond in the full
amount of the price in the award of Contract, as security for the full and satisfactory completion
of the project as specified. For all awarded bids exceeding $100,000.00 in total cost.
To guarantee the performance of this work in a good workmanship manner, and to replace or
repair any rejected work prior to final completion and acceptance.
