Willow Street Park - Electrical Improvements

Project Description: Sealed proposals for Willow Street Park - Electrical Improvements will be received online via the PennBid Program (www.pennbid.net) by West Lampeter Township until 2:00 PM, Prevailing Time, on March 12, 2026, at which time they will be publicly opened via PennBid. West Lampeter Township Board of Supervisors will take action on the Bid at their regularly scheduled Meeting on March 23, 2026.

The work generally includes electrical service and site lighting associated with the new parking area, playground, walking trail, and basketball court. The project is being constructed at the same time as the park and playground. This contractor shall coordinate their work with the other projects underway on site (i.e., the township will have a separate contract for both the general contractor/construction of the park and the development of the playground and also anticipates a separate contract for the development of a pad and pavilion construction within the park). Moore Engineering is serving as the Electrical Engineer for the project.
The Bids must cover all costs for the completion of this project as set forth in the Project Manual.

Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as obligee West Lampeter Township, Lancaster County. All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.
Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with the bid.
The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00.
A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.
West Lampeter Township hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Township.
