WIC Infant Formula Rebate System

Through this Invitation for Bids, the New York State Department of Health is seeking competitive bids from qualified vendors to implement a system that lowers the cost of retail infant formula purchases by New York State WIC participants. It is the Department’s intent to award one (1) contract for milk-based non-exempt infant formulas and one (1) contract for soy-based non-exempt infant formulas. The two (2) contracts may be with two (2) different manufacturers or both may be with the same manufacturer. Bidders must be an infant formula manufacturer registered with the Secretary of Health and Human Services under the Federal Food, Drug, and Cosmetic Act and producing infant formula products that are in compliance with Federal regulations issued pursuant to Public Law 100-237 .
