The project is generally described as installing a Whole Building Generator System consisting of 1,000 KVA Diesel Generator, Enclosure, Lights, Panelboard, Receptacle, Belly Tank, Fuel Polisher, Control Kit to upgrade an existing Manual Transfer Switchgear to and Automatic Unit, Concrete Pad, Feeder Circuits, Branch Circuits, Conduits, grounding, interconnections, control equipment, grading, seeding, diesel fuel, testing and etc. The Contractor shall make all interconnections for equipment and bolt that equipment to the pads, provide all diesel fuel, control equipment and wiring, all conduits, grading, trenching, backfill, main pad and pads, all 480V, 277V, and 120V wiring, secondary wiring, generator lights, generator receptacle, generator panel, labels, setup testing and etc. BID No. 06022026-1400

Sealed bids will be received at Franklin County Finance Office, 1255 Franklin Street, Suite 111, Rocky Mount, Virginia 24151, to attention of Mr. Corey White – Assistant Director of Finance with the subject line "Whole Building Generator BFMS West Bid". The deadline for submitting bids is 2:00 P.M. local time, on June 2, 2026. The bids will be opened publicly and read aloud immediately following the deadline, at the same location. No phone or fax or late bids will be accepted.

A mandatory pre-bid conference followed by site visit to Maintenance Building will be held at 10:00 A.M. local prevailing time on May 19, 2026 at Benjamin Franklin Middle School at the back of the building next to the power company transformer. Attendance at the pre-bid conference shall be mandatory for those submitting a bid. The site visit will start following completion of the pre-bid conference. See Instruction to Bidders for location address.

The contract shall be awarded on a lump sum basis.

INVITATION TO BID
Sealed bids, in duplicate, are invited for the construction of Whole Building Generator Installation for the Benjamin
Frankling Middle School West, Rocky Mount, VA.
The project is generally described as installing a Whole Building Generator System consisting of 1,000 KVA
Diesel Generator, Enclosure, Lights, Panelboard, Receptacle, Belly Tank, Fuel Polisher, Control Kit to

"Licensed Virginia Contractor No. Class A"
License requirements for contractors are contained in Title 54, Chapter 7, Code of Virginia (1950), as
amended. Additional specific qualifications are contained in the Instructions to Bidders. FAILURE TO
PROVIDE ANY REQUIRED INFORMATION OR GIVING FALSE INFORMATION MAY RESULT IN THE
DISQUALIFICATION OF THE BIDDER.

Bidders are encouraged to familiarize themselves with the existing condition of the site. The Owner will
facilitate access to all sites by appointment for interested bidders after the Pre-Bid conference. Contact Mr.

CONTRACT TIME: Work of the Contract shall begin no later than seven (7) days after receipt of the Notice to

ARTICLE 1 - DEFINED TERMS
1.01 Terms used in these Instructions to Bidders will have the meanings indicated in the General
Conditions and Supplementary Conditions. Additional terms used in these Instructions to Bidders have the
meanings indicated below which are applicable to both the singular and plural thereof:
A. Bidder--The individual or entity who submits a Bid directly to OWNER.
B. Issuing Office--The office from which the Bidding Documents are to be issued and where the
bidding procedures are to be administered.
C. Successful Bidder--The lowest responsible Bidder submitting a responsive Bid to whom
OWNER (on the basis of OWNER's evaluation as hereinafter provided) makes an award.
ARTICLE 2 - COPIES OF BIDDING DOCUMENTS
2.01 Complete sets of the Bidding Documents in the number and for the deposit sum, if any, stated in the
Advertisement or Invitation to Bid may be obtained from the Issuing Office. The deposit will be refunded to
each document holder of record who returns a complete set of Bidding Documents in good condition within 30
days after opening of Bids.
2.02 Complete sets of Bidding Documents must be used in preparing Bids; neither OWNER nor
ENGINEER assumes any responsibility for errors or misinterpretations resulting from the use of incomplete
sets of Bidding Documents.
2.03 OWNER and ENGINEER in making copies of Bidding Documents available on the above terms do so
only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other use.
ARTICLE 3 - QUALIFICATIONS OF BIDDERS
3.01 To demonstrate Bidder's qualifications to perform the Work, Bidder shall submit written evidence
such as financial data, previous experience, present commitments, and such other data as may be called
for below FAILURE TO PROVIDE ANY REQUIRED INFORMATION OR GIVING FALSE
INFORMATION MAY RESULT IN THE DISQUALIFICATION OF THE BIDDER.
A. The bidder is required under Title 54, Chapter 7, Code of Virginia (1950), as amended, to
