Whitehall Carriage House Site

Background

The Town of Southern Pines owns a 157-acre passive park, Whitehall at Reservoir Park, located at 490 PeeDee Rd. We are currently accepting bids from contractors to perform the site work which is necessary to make the Carriage House publicly accessible. The building itself has undergone a full interior and exterior renovation, which is nearing substantial completion.

This project consists of developing a one-way driveway from PeeDee Road to the newly renovated Carriage House. The driveway will begin at the current entrance to Elizabeth Rounds Park. Work includes staking and field adjustment of the design, demolition of the Elizabeth Rounds Park parking lot and sidewalk, removal of trees and vegetation within the LOD, specialty grading and clearing, 18” storm drainpipe, rip rap, asphalt pavement, gravel pavement, utility connections, erosion control, and all other activities necessary to complete the work as designed.

• Tuesday, June 17, 2025, 10am: Written questions regarding the bid due.
  
• Friday, June 20, 2025: Written responses to questions received will be released.
  
• Thursday, June 26, 2025, 10am: Bid due date and public opening.

• July 8 or July 22, 2025: In accordance with NCGS, the Town Council must award this contract. It is anticipated that the award will be reviewed at one of these two meeting dates, followed by a Notice to Proceed.
