Whitehall Carriage House Site

Background

The Town of Southern Pines owns a 157-acre passive park, Whitehall at Reservoir Park, located at 490 PeeDee Rd. We are currently accepting bids from contractors to perform the site work which is necessary to make the Carriage House publicly accessible. The building itself has undergone a full interior and exterior renovation, which is nearing substantial completion.

This project consists of developing a one-way driveway from PeeDee Road to the newly renovated Carriage House. The driveway will begin at the current entrance to Elizabeth Rounds Park. Work includes staking and field adjustment of the design, demolition of the Elizabeth Rounds Park parking lot and sidewalk, removal of trees and vegetation within the LOD, specialty grading and clearing, 18” storm drainpipe, rip rap, asphalt pavement, gravel pavement, utility connections, erosion control, and all other activities necessary to complete the work as designed.

• Tuesday, May 6, 2025, 10am: Virtual pre-bid meeting. This is not mandatory, but prospective prime bidders are
requested to attend.

• Friday, May 9, 2025: Written responses to questions received during the pre-bid meeting will be released.

• Tuesday, May 27, 2025, 10am: Bid due date and public opening.

• June 10 or June 24, 2025: In accordance with NCGS, the Town Council must award this contract. It is anticipated
