2201256.01 - Whistlestop Park

Project Description: Montgomery Township will receive sealed bids online for Contract 2022-01256.01 – Whistlestop Park (DCNR Contract BRC-PRD-28-98, DCED Contract C000083542). All Bid Documents and solicitation details are available, and sealed bids may be submitted and updated online via PennBid (www.pennbid.net) until April 30, 2026 at 10:00 AM at which time the bids shall be publicly opened and read aloud at 1001 Stump Road, Montgomeryville, PA 18936.
The Work to be completed under this contract consists of all labor, equipment, and materials to rehabilitate a softball field, construct perimeter fencing for a new playground (playground to be constructed by others), pickleball courts, a loop trail, stormwater basins, rehabilitate an existing basin, and install associated landscaping and other features at Whistlestop Park as depicted in the project drawings.
All documents and solicitation details are available online at no cost on PennBid. A nominal fee of 0.33% of the bid amount (minimum $150 and maximum $6,000 plus tax) is assessed by PennBid only to bidders who are awarded contracts.
A Bid Bond in the amount of 10% of the maximum amount bid is required to be submitted with each bid. The successful bidder will be required to submit within the time limit specified in the Contract Documents, the Performance Bond and Payment Bond each in an amount of 100% of the contract amount. A Maintenance Bond in the amount of 15% of the Contract Award Price will be required.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended, the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry, and to applicable provisions of Act 127 Pennsylvania Public Works Employment Verification as amended.
All bids shall remain subject to acceptance for sixty (60) days after the Bid Opening or for such time period that Bidder may agree to in writing upon request. Bids may be withdrawn within two (2) business days after the opening of bids only by the withdrawing Bidder’s strict compliance with 73 P.S. Section 1602 and any subsequent amendments.
Montgomery Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to wave any informality in the bids.
Funding assistance is provided in part by a grant from the Department of Conservation and Natural Resources Bureau of Recreation and Conservation Keystone Recreation, Park and Conservation Fund, and in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
