Description:

The Work to be performed under this Contract includes, but is not limited to, constructing the Work described below and all appurtenances related to the Work. The Work shall be as follows:

  • Construction of approximately 27,500 linear feet of 36-inch water transmission main and appurtenances.
  • Construction of 500 linear feet of 10-inch/12-inch water distribution main.
  • Four CSX railroad crossings by trenchless excavation method.
  • Eleven stream crossings of Nancy Creek and its tributaries.
  • Three public right-of-way crossings.
  • All other work not explicitly listed above but required by the Drawings and Specifications.


The time allowed for Substantial Completion is 660 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 720 consecutive calendar days from the date of commencement.  Additional interim milestones are identified in the Agreement.

ADVERTISEMENT FOR BIDS
SEPARATE SEALED BIDS for furnishing all materials and providing all labor, tools, and
equipment will be received by the City of Cartersville at the Cartersville Water Department Office,
301 Douthit Ferry Road, Cartersville, Georgia, 30120 until 2:00 p.m., local prevailing time, on
March 26, 2026 for the Project known as:
CITY OF CARTERSVILLE
WESTSIDE FEEDER MAIN
Bids will be publicly opened and read aloud at the Cartersville Water Department Office, 301
Douthit Ferry Road, Cartersville, Georgia, 30120. Bids received after the designated time will not
be considered. Unsealed Bids, including facsimile Bids or Bids sent by e-mail, will not be
considered. The Owner of the project is the City of Cartersville Water Department. The Engineer
for the project is Hazen and Sawyer. Bid opening time is subject to extension pursuant to O.C.G.A
Section 36-91-20(d).
Bidders shall inform themselves concerning Georgia Laws and comply with same.
The Work to be performed under this Contract includes, but is not limited to, constructing the Work

THE WORK will be awarded in one Contract.
A mandatory Pre-Bid Conference will be held for all Bidders beginning at 2:00 p.m., local
prevailing time, on March 5, 2026, at the Cartersville Water Department Office, 301 Douthit Ferry
Road, Cartersville, Georgia 30120. A Bid submitted by a Bidder not having attended the entire
Pre-Bid Conference will not be opened.
In addition, a non-mandatory site visit will be held immediately after the Pre-Bid Conference for
potential Bidders to better acquaint themselves with the alignment. The purpose of the site visit
will NOT be to respond to specific questions related to the Project. Additional visits to the site may
be allowed and will be by appointment only; requests for additional visits should be sent to the
City of Cartersville, Michael De Leon, at least two working days in advance of the requested visit

All questions related to the Project shall be submitted by email no later than 5:00 p.m., local time,
on Month 18, 2026, to Brian Jones at bjones@hazenandsawyer.com. Questions, if answered, will
be addressed by addendum to the Contract Documents. Receipt of any amendment to this
Advertisement for Bids shall be acknowledged, in writing, and shall be submitted with the Bid.
Copies of Bidding Documents are available at https://www.questcdn.com upon payment of
$22.00, nonrefundable, for download and printing access. All Bidders are required to purchase a
set of the Bidding Documents. All payments will be made online to QuestCDN. No partial sets will
be sold. Bidders will be required to set up a QuestCDN account to access Bidding Documents
including Addenda. Bidding Documents can be searched for in the Quest CDN project search bar

Hard copies of Bidding Documents are the responsibility of the Bidders.
By purchasing the Contract Documents, purchaser agrees to allow company information
(company name, address, phone and fax numbers) to be published as a planholder. The Owner
is not obligated to consider a Bidder's proposal if Bidder is not on record with QuestCDN as having
received a complete set of Bidding Documents from QuestCDN.

All Bids must be made out on the bid form to be obtained from the Engineer with the contract
documents, in accordance with the Instructions to Bidders. No interlineations, additions or
deletions shall be made in the bid form by the Bidder.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the
protection of the Owner in an amount equivalent to five percent of the total amount payable by
the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal
amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract
Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal
and having as Surety thereon a surety company licensed to do business in the State of Georgia
and listed in the latest issue of U.S. Treasury Circular 570.
Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Contractor’s
License Certification, Statement of Bidder’s Qualifications, Statement of Trenchless Construction
Subcontractor’s Qualifications, Preliminary Trenchless Construction Work Plan, and Security And
Immigration Compliance Act Certification. Out-of-state corporations and other entities must
submit evidence of authority to conduct business in Georgia as an out-of-state entity.
Each Bidder must be a State of Georgia licensed Utility Contractor at the time of the Bid.
The successful Bidder must employ and assign to the Project supervisory personnel trained and
state certified at Level 1A - Fundamentals of the Georgia Erosion and Sediment Control training
program.

The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its
Bid in response to this Advertisement for Bid.
The successful Bidder will be required to furnish a Performance Bond, Payment Bond,
Certification of Contractor’s Attorney, and Contractor’s Agreement with the executed Agreement
meeting the requirements of the Contract Documents and executed on the forms attached to the
Agreement. The successful Bidder will also be required to furnish the Pre-Construction Oath
pursuant to O.C.G.A. §36-91-21 from every person who procures the Agreement. The successful
Bidder shall also provide an executed Subcontractor Affidavit for each subcontractor working on
the Project, using the form attached to the Agreement; Subcontractor Affidavits shall be submitted
to the City of Cartersville as each subcontractor is brought under contract during execution of the
Project. The terms and time for payment are set forth in the Agreement.
All Bids will remain subject to acceptance for sixty days after the day of the Bid opening, but
Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date.
The Owner reserves the right to reject all Bids, to waive informalities and re-advertise.
