Overview
Summary

The center medians along the 3.1 miles of Westlake Boulevard, between Thousand Oaks Boulevard and Allyson Street, have primarily dead and dying turf (see Attachment #A).

Using lessons learned from the Forestry Master Plan's Demonstration Projects and in alignment with the goals in the City's adopted Climate & Environmental Action Plan (CEAP), the City targets to regrade the medians on Westlake Boulevard and replace the irrigation and landscaping within the existing medians with irrigation and landscaping that are appropriate for the region's micro-climates while improving aesthetics along the Westlake Boulevard Corridor. The work also includes the island at the corner of Westlake Boulevard and Valley Spring.

Due to the amount of grading involved with this project, the City seeks the services of a Civil Engineering Design firm with expertise in public sector-related grading, Stormwater Pollution Prevention Plan (SWPPP), and the drafting of City plans and City specification writing as the Prime Consultant to be teamed with a Licensed Landscape Architect Sub-Consultant. The Prime Consultant will be wholly responsible for the coordination and quality control of the deliverables and responses required by the City.

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members, with one member serving as Mayor on an annual basis. On July 18, 2023, the City Council adopted an ordinance which moved the City to district-based elections starting on November 2024.
