1 Overview & Project Description
1.1 Overview
The Westfield Redevelopment Commission ("WRC"), pursuant to Indiana Code 5-23, commonly known as
Build-Operate-Transfer statute, is pleased to present a Request for Qualifications ("RFQ") to prospective
entities or group of entities ("Offerors") interested in submitting a statement of qualifications ("SOQ's") to
develop, build, operate, and maintain Grand Park South Infrastructure (the "Project"), including but not
limited to roads, stormwater detention, right of way development, parks, and utilities, and parking garage,
located in the City of Westfield, Indiana (the "City" or "Westfield"). The WRC has a contractual relationship
with the property owner, the Downtown Westfield Community Development Corporation, who owns or
controls the land at the development site. Any professional services and consultants required to build,
operate, and maintain a project of this magnitude, including, but not limited to civil, structural, and MEPT
engineering, AV/IT, security, procurement, etc., shall be selected and engaged by the Offeror.
Statements of Qualifications and Proposals ("SOQP") submissions will be received until nine (9 AM) AM local
time, on June 12, 2026. Any SOQP received after the designated time will be returned unopened. The
submissions should be addressed to Jenell Fairman, Executive Chief of Economic and Community
Development jfairman@westfield.in.gov and clearly marked with subject line, "Grand Park South
Infrastructure - Statement of Qualifications and Proposals" and will not be publicly opened or
announced. Provide an electronic copy (PDF) via email to jfairman@westfield.in.gov. If a proposer does not
have the ability to submit a copy electronically, one may be submitted via hard copy to the attention of
Jenell Fairman at Westfield City Services Building, 2728 E 171st Street, Westfield, Indiana 46074.
Questions regarding this RFQ must be submitted in writing via email to Jenell Fairman
jfairman@westfield.in.gov and Deb Kunce, dkunce@jsheld.com. Responses will be issued by addenda.
Offerors shall not contact, communicate with or discuss any matter related to this RFQ during the
procurement process with any member of the Westfield Redevelopment Commission, City of Westfield staff
or elected officials, or their advisors other than the person noted above. No oral interpretation or clarification
will be made to any Offeror as the meaning of information furnished with this RFQ. Any such communication
shall be grounds for disqualifying the Offeror from consideration for this project.
Addenda may be issued at any time prior to the SOQ due date. Issued Addenda will be promptly posted to
the City's website https://www.westfieldin.gov/rfp, except where such Addendum withdraws the request for
Proposals or postpones the date for receipt of Proposals. Failure of any Offeror to receive or review any such
Addendum shall not relieve any Offeror from obligation under its Proposal as submitted. All Addenda so
issued shall become part of the RFQ. Offerors shall indicate receipt of Addenda in their SOQs. Failure to do so
may result in rejection of the SOQ. Offerors shall not rely upon interpretations, clarifications, and/or approvals
made in any other way.
The WRC reserves the right to request additional information or clarification of information provided by
the Offerors when it believes such information is necessary to properly evaluate a submittal. This
document does not represent a commitment or offer by the WRC to enter into an agreement with the
Offeror or to pay any costs incurred in the preparation of a response to this RFQ. Submittals that do not
comply with the submittal requirements of the RFQ, or that contain omissions, erasures, alterations or

additions not called for, or that are irregular in any way, may be rejected as nonresponsive and
insufficient.
By submitting an SOQ, each Offeror represents that:
1. The Offeror has visited the proposed sites and has fully acquainted itself with conditions as they exist,
so that it may fully understand the facilities, difficulties and restrictions attending the execution of
the Work.
2. The Offeror has thoroughly examined, read and understands this RFQ and the Submission
Requirements.
3. The Offeror's team will include properly licensed contractor and licensed design professionals in
Indiana who meet the qualifications indicated in the RFQ and any subsequently developed
documents.
4. In the event the Project is awarded to Offeror, it will enter into the written contract with the Owner
in the form provided by Owner, in accordance with the accepted SOQ, and provide to Owner
statutorily required payment and performance bonds.
1.2 Project Description
Design, develop, construct, and operate the infrastructure for South Area of the Grand Park District. All
development must comply with a master development plan prepared by Card and Associates, and the
Development Vision and Regulating Plan sections of the recently completed Grand Park Master Plan
("GPMP"), which can be found at Grand Park District Master Plan. Any deviations must be approved in
writing.
The Project is anticipated to be delivered in phases, with the first phase being the strategic delivery of
infrastructure necessary to promote the development of the "Ice Arena" (referenced as "Ice Facility" in the
GPMP) , currently contemplated to be located at the southwest corner of the "South Development Area" of the
masterplan.
Phase I will require: (a) utilities, stormwater detention and drainage, and right of way/street network
development in accordance with the anticipated design and standards of the Grand Park Masterplan and
the City's updated zoning requirements; (b) temporary surface parking to service the Ice Arena with the
number of spaces to be coordinated with the selected developer for the Ice Arena; and (c) will also
promote Phase I expedited site readiness for the portion of the South Development Area that is west of
Grand Park Boulevard.

Subsequent phases, assumed to be Phases II and III, will be coordinated between Offeror and WRC. Phase
II will focus on delivering infrastructure to remaining Grand Park South development blocks. The Owner's
program and phasing requirements and the infrastructure will be coordinated with the selected Offeror
during the design period.
Existing Conditions
The Offeror shall be responsible for all subsurface investigations required to perform the design and
construction functions, including on-site monitoring and testing required for site preparation, excavations,
structural fill, or other requirements pertaining to the selected foundation system. The Owner will hold a
contingency allowance for unforeseen conditions, but the Offeror shall provide recommendations for
design alternatives and/or mitigation efforts that would lessen or mitigate the costs associated with such
conditions. The Offeror shall be responsible for any additional survey information required to perform the
design and construction functions necessary to construct the Project, including on-site monitoring and
testing for site preparation, excavations, structural fill, and other requirements related.

1.3 Project Schedule - Phase I
Oct 2026: Begin infrastructure and utilities construction supporting Ice Arena development
Feb 2027: Ensure utility and access available for Ice Arena development to begin
Aug 2028: Phase I infrastructure work complete
1.4 Project Budget
The WRC has budgeted funding of $10 million for all costs associated with the design, construction,
and FFE equipping of Phase 1. The WRC will fund future phases and the designated operation and
maintenance period through a separate budget.
It is anticipated the Offeror will develop the Project in return for periodic payments, which payments
are likely to include significant milestone payments made by the WRC during the construction process.
Offeror and the WRC shall negotiate a milestone payment schedule for the PPA. The Project will be
subject to contract and funding approvals by the WRC and the City.
2 Process and Submission Requirements
2.1 Overview
Pursuant to Indiana Code Section 5-23 et seq. and in accordance with the process described in this RFQ,
the WRC intends to select an Offeror to enter into a PPA with the WRC. The selection of the Offeror will
be based on the WRC's evaluation of the factors and criteria described within this RFQ.
Following submission of the SOQs, the WRC reserves the right to conduct discussions with one or more of
the Offerors to clarify their SOQs and to understand and evaluate them in accordance with the process set
forth herein. The WRC intends, but is not bound, to select an Offeror, based on a review and evaluation of
the SOQs as set forth herein, to be responsible Offerors that are reasonably susceptible of being selected
for award of the PPA.
2.2 RFQ Schedule

This schedule is subject to modification at the discretion of the WRC. Offerors will be notified of any
change in schedule for the RFQ by addendum to this RFQ.

2.3 SOQ Contents and Requirements
Each Offeror shall submit its SOQ per the submission format with the following content requirements. The
requested financial documents shall be submitted separately to WRC outside legal counsel, Wallack Somers
& Haas, One Indiana Square, Suite 2300, Indianapolis, IN 46204. No certified check shall be required as part
of a submittal of a SOQ. All confidential information submitted pursuant to this Section shall be marked by
Offeror as "Confidential" for such information to be considered as such. All confidential information
submitted pursuant to this Section shall be kept confidential by WRC to the extent permitted by applicable
laws. By submitting such information, the Offeror acknowledges that WRC is a public body, is statutorily
required to make SOQ submissions publicly available, and is subject to Indiana's laws regarding access to
public records. Alternatively, Offerors may submit an additional, redacted, version of its SOQ, which WRC
shall publish redacted version in its entirety.
I. Cover Letter (Maximum 2 Pages)
o Stating Offeror's interest, contact person, office in charge, and acknowledged receipt of all
Addenda (list addendum #'s)
II. Experience and Qualifications (Maximum 6 Pages)
o Offeror Overview: Overview of qualifications and experience, plus a consider overview of the
team's organizational structure for this project.
o Qualifications: Provide similar project experience on at least three (3) projects. Outline which
team member is responsible for the work.
o References: Share (3) three references from past projects, including project name, size, cost,
location, and contact information for the owner and/or owner's representative.
o Experience with Guaranteed Maximum Price Contracting and define your team's approach
for: Clarify your team's approach for (a) Offeror fee; (b) construction management fee; (c)
estimated design and construction contingencies; (d) design fees; and (e) general
condition/requirements and any other allowance-based fees.
III. Understanding of and ability to meet the WRC's objectives (maximum 4 Pages)
o Scope of Work: Define your understanding of the Project scope.
o Proposed Project Schedule: Outline your intended design, permitting, procurement, and
construction schedules.
o Execution Plan: Describe construction approach, intent to collaborate with stakeholders
(including Grand Park Sports & Entertainment, adjacent developers, etc), and commitment to
achieve the Owner's schedule requirements.
IV. Financial Stability and Capacity (maximum 15 pages)
o Bonding Capacity: Documentation from bonding agent or surety regarding capacity
o Certificate of Insurance: Standard COI.
o Audited Financial Statements: High-level summary of the Offeror's audited financial
statements for the past three (3) years.
o Current Litigation: Statement describing any litigation, arbitration or similar proceeding
currently pending.
3 Evaluation Criteria and Selection

3.1 Overview
In evaluating the submittals, the WRC shall establish an evaluation committee consisting of members of the
WRC, the City, and other stakeholder groups, in WRC's sole discretion (the "Evaluation Committee"). The
Evaluation Committee will consider the quality and strength of the following:
* Experience and Qualifications: Experience, qualifications and performance on past projects of
similar quality, complexity and size for each of the operating and development team members
in their respective areas of expertise.
* Understanding of and ability to meet the WRC's objectives as stated in this document.
WRC's decision to enter into a PPA with an Offeror will be made on the basis of the best
qualified Offeror's qualifications, approach to the Project, and ability to deliver the best
value to the WRC and the City over the life of the Project.
* Financial Stability and Capability: Demonstrated financial stability and capability of the key
members of the operating and development team, including specifically the operator, developer,
architect, and construction manager of Offeror.
* Ability to Quickly Deliver Project: Demonstrated ability of the Offeror to deliver the Project as
quickly as possible, including familiarity with the Project Site and existing due diligence.
The WRC will make the final BOT selection in compliance with Indiana Code 5-23, consistent with the
terms of this RFQ. Final award of any contract or PPA related to the Project is contingent upon the
execution of an agreement between the WRC and the selected Offeror and approval by the requisite
public bodies.
As no pricing will be provided in this phase of the RFQ, it will not be a factor considered during this
initial phasing. If pricing information is requested at any point during this RFQ, the Evaluation
Committee will consider the best value offered by each submission.
3.2 Execution of PPA
Upon approval of the requisite public bodies, the WRC will execute a PPA with the selected Offeror.
The Project stakeholders who will be involved in this Project include the Owner, selected Offeror,
and adjacent ECR headquarters developer, Time Financial Corp. The WRC will serve as the Owner's
Representative throughout the design/construction process with the assistance of outside
consultants.
The failure of the successful Offeror to execute the PPA and to supply the required bonds when the PPA
is presented for signature, or within such extended period as the WRC may grant, based upon reasons
determined adequate by the WRC, shall constitute a default, and the WRC may either award the PPA to
the next highest evaluated Offeror or re-procure for SOQs.
