Sealed bids for the Western Transmission Main Phase 4B (hereinafter “Project”) will be received by the Public Water Supply District No. 2 of St. Charles County, Missouri (“Owner”), until 2:00 p.m. CST, on May 5, 2026, at the Owner’s office, 100 Water Drive, O’Fallon, MO 63368. There will be a pre-bid meeting at 10:00 a.m. CST, on April 15, 2026, at the Owner’s office.

The Scope of Work: The Project includes construction of approximately 7,435 LF of 30-inch unrestrained DIP water main, 3,352 LF of 30-inch restrained DIP water main, and 500 LF of 42-inchsteel casing installed by jack-and-bore under Norfolk Southern Railroad and Highway 70, including all appurtenances, valves, hydrants, and two valve vaults.

Bidding Documents may be downloaded from Drexel Technologies Plan room. projectbids.drexeltech.com . Bid security in the amount of Five percent (5%) of the bid amount must accompany each bid, in accordance with the Instruction to Bidders.

Wages shall be paid to each employee engaged in the work at a rate not less than the prevailing rate of wages for the particular trade or occupation, as issued by the Missouri Department of Labor and Industrial Relations. The Contractor shall be responsible for complying with the prevailing rate of wages for Warren County, Missouri. The Contractor shall be responsible for complying with Missouri Immigration Laws, and must submit the Work Authorization Affidavit with Bid. Contractor shall provide a ten hour Occupational Safety and Health Administration (OSHA) construction safety program for its employees working onsite on the project, as described in Section 800.

THE OWNER INTENDS TO AWARD THE CONTRACT TO THE MOST RESPONSIVE, RESPONSIBLE BIDDER SUBMITTING THE LOWEST BID. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY INFORMALITIES NOT INVOLVING PRICE, TIME OR CHANGES IN THE WORK IN THE BEST INTEREST OF THE OWNER.
