West Lawn Interceptor - Wyomissing Borough

Project Description: Proposals will be received by the Borough of Wyomissing of Berks County, Pennsylvania, online via the PennBid™ Program until 11:00 am, on May 12, 2025, for the following:
WEST LAWN INTERCEPTOR
The bids will be opened and the bid tabulation summaries will be made publicly available on the same day at 1:30 pm (local time) on PennBid™.
The work includes the replacement of a portion of the existing West Lawn Interceptor. The existing pipe is 12” and will be replaced with 15” PVC. A portion of the line, from MH JMA-27 to MH JMA-28, was already replaced as part of another project. A section of the new line will run through the Cambridge Commons Apartment Complex parking lot. The drive aisle is to be milled and overlaid as part of this work. There are two stream crossings within the limits of the pipe replacement. There are a total of ten new structures as part of the work. In addition to the trenching and restoration, miscellaneous repairs must also be made including curb and sidewalk replacement.
Bidders must conform to the Pennsylvania Prevailing Wage Act since the estimated construction costs of the project exceed $25,000.

An optional pre-bid meeting will take place at the Wyomissing Borough Hall at 1:00 P.M. on Thursday April 17th. The Municipal Representative at this time is Jim Babb, Public Works Director.
All Requests for Information shall be submitted online via PennBid™ by 12:00 pm on April 25th to allow time to post an addendum on PennBid™. No responses will be provided for requests received after that time or submitted by other means. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email.
Bids will be publicly awarded on June 10th, 2025 at 7:00 pm (local time) at the Wyomissing Borough Hall, 22 Reading Boulevard, Wyomissing, PA 19610.
The bid must be accompanied by a Cashier’s Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Wyomissing Borough. Also required are a properly executed Bid Form, Non-Collusion Affidavit, Certification Statement, and Contractor’s Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid.
The Borough reserves the right to reject any or all proposals or to accept any portion of any bid, waiving any defects, errors, omissions, irregularities, or informalities in the bid, and to award Contracts as is deemed best for the Borough.
