The City of Davenport, Iowa is accepting bids from qualified vendors for the West Central Park Avenue Division and Marquette St Intersection Improvements Project.


The proposed improvements include, but are not limited to, the furnishing of all labor for the removal of the existing pavement, full depth aggregate stone base material, geo fabric / grid materials if needed, reconstruction of the intersections with a PCC rigid pavement section, traffic signal replacement at the Marquette Street intersection, removal and replacement of pedestrian signals at the Division Street intersection, reset all existing utility surface features to finish grade, reconstruction of sidewalk at the intersections including ADA ramp construction, topsoil and sodding, and erosion control.





Bids must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted. Each tab of the Invitation to Bid must be reviewed and responded to accordingly.

1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Bond Requirements
For all bids over $100,000 the City of Davenport requires a bid bond for 5% of the total amount of the project to be
submitted with the bid. The bid bond should be attached in the "Response Attachments" tab. Bids over $100,000
received without a bid bond will be considered non-responsive.
For all bids over $100,000, the awarded contractor will be required to submit a performance, payment, and four-
year maintenance bond for 100% of the total amount of the project.

4 DBE Subcontractors

During the performance of this contract, the contractor agrees as follows:

6 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:

8 Line Items
The system will not accept a bid unless EVERY line item has been responded to. In the event you are not entering

9 Owner Contingency Allowance
You acknowledge that your bid includes a $45,000 Owner Contingency Allowance. This amount is to be used for
any unforeseen expenses that may arise. No additional work should be completed without the written permission of
the City of Davenport. If any additional work is performed without the City's written permission, the City will NOT pay
for that work. Any balance left in the contingency at the end of the project will be credited back to the City.
