6WELL REHABILITATION SERVICESÂ WELLS 4, 9 & 11
The New Mexico Spaceport Authority (Owner) is issuing this Request for Quote (RFQ) to contractor signatories through a competitive process for well rehabilitation services at Spaceport America. Work will be performed on Wells 4, 9, and 11. All work must be performed in the sequential order specified below. NMSA approval is required before the Contractor may advance from one step to the next.

3. Background
The New Mexico Spaceport Authority is located at CO Rd A021, Truth or Consequences, NM
87901 - approximately one hour north of Las Cruces, NM. The New Mexico Spaceport
Authority operates three (3) production water wells that supply Spaceport America. Wells 4, 9,
and 11 require rehabilitation to restore optimal performance. This RFQ covers all work
necessary to pull existing equipment, assess well conditions via down-hole video survey,
perform brush-and-bail rehabilitation (if needed), conduct a post-rehabilitation survey, reinstall
new or existing pumping equipment, disinfect each well, and sample for Total Coliform Bacteria.
4. Scope of Work
The following outlines the scope for Well Rehabilitation Services for Wells 4, 9, and 11. Work
must be completed in order, and NMSA approval is required before moving from one step to the
next. One well is to be pulled at a time, and the well must be put back into working service that
is satisfactory to the Spaceport before continuing to the next well. The NM OSE Well Logs are
included as Appendix A of this RFQ for reference.
4.1 Pull Existing Pumping Equipment
Mobilize all necessary crew and equipment to the well site. Pull the existing pump and column
pipe from the well. Once pulled, perform visual and functional checks of the equipment for any
obvious wear or damage and inform the NMSA representative on site of findings. Stage the
pulled equipment at the well site for Owner review and provide the Spaceport with equipment
repair/replacement recommendations (if any).
4.2 Down-Hole Video Survey & Report
With the pump out of the well, run a camera down the full depth of the casing and record the
video. The survey shall document the condition of the casing, screen, any sediment buildup,
corrosion, well casing damage, or anything else that stands out as potentially problematic.
Provide NMSA with a copy of the video in digital format along with a written report of findings

and recommendations for each well - including whether rehabilitation is sufficient or if anything
else needs to be addressed. NMSA will review the report and provide written approval of any
rehabilitation costs before any rehabilitation work begins.
4.3 Rehabilitation (Brush & Bail)
Brush and bail each well to clear out sediment, scale, and debris from the casing and screen.
Make as many passes as needed until the water runs clear or the NMSA representative
determines the well is adequately cleaned. Dispose of all extracted material per applicable
regulations. If the Contractor encounters anything unexpected - well casing damage, collapse
risk, or similar - stop work and contact NMSA immediately before proceeding.
4.4 Post-Rehabilitation Video Survey & Report
Once brushing and bailing is complete, run a second camera survey down the full depth of the
casing. This confirms the rehabilitation was effective and documents the condition of the well
before the pump goes back in. Provide NMSA with the video in digital format along with a brief
written summary comparing post-rehabilitation findings to the initial survey. NMSA will review
and provide approval to proceed with re-equipping the well.
4.5 Reinstall Pumping Equipment
Reinstall the pump and column pipe (existing or new, depending on what each well requires),
reconnect discharge piping and wiring, and perform a start-up and functional test with an NMSA
representative present. The well must be confirmed back in service and performing at adequate
levels before mobilizing to the next well site.
Note: If the existing equipment is not in suitable condition to be reinstalled, notify NMSA before
proceeding and provide a separate quote for new equipment. This includes but is not limited to
pump, motor, cable, check valve(s), column piping, etc.
5. Project Award
* The awarded Contractor shall enter into a Construction Services agreement with the
Owner.
* The Owner reserves the right to review the contractor's proposal, disclose project
budgets, and negotiate project budgetary items upon project award and prior to signing a
binding contract with the Contractor.
* Project will be awarded on the basis of price, expected lead time to mobilize to the site,
expected completion timeline (must commit to completion by June 30, 2026), and overall
experience with similar work and general performance.

6. Project Closeout
6.1 Video Recordings & Written Reports
The Contractor shall provide NMSA with all digital video files from both the pre- and post-
rehabilitation camera surveys for each well, along with all written survey reports and findings as
specified in the scope.
6.2 Disposal Documentation
The Contractor shall provide documentation of proper disposal of all materials extracted during
rehabilitation in accordance with applicable regulations (if applicable).
6.3 Owner Final Inspection and Project Acceptance
The Owner reserves the right to carry out a final inspection of all completed work. All deficient
work and/or punch items shall be addressed by the Contractor prior to disbursement of final
payment within ten (10) calendar days of identification.
