NOTICE TO CONTRACTORS – INVITATION TO BID
Sealed bids will be received by the CITY OF ATHENS, 8 EAST WASHINGTON ST., ATHENS OH 45701 at its offices until 2:00 P.M. on WEDNESDAY - OCTOBER 08, 2025, and will be publicly opened and read immediately thereafter for the: “WELL PW - 24” / City Project #330
This project includes the construction of one new water supply well, PW-24, including but not limited to the drilling, construction, sampling, grouting, developing, testing and disinfection of the well. The Engineer’s Estimate for the project is $600,000.00

Each proposal shall contain the full name and address of each person or company interested in the same. The proposal shall also be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a cashier's check for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within sixty (60) days after notice of acceptance. A performance bond of one hundred percent (100%) of the amount of the contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the contract.
Each bidder must submit evidence of its experiences on projects of similar size and complexity.
The “Prime” contractor must perform no less than thirty percent (30%) of the total original contract price. The work shall commence upon written notice of award by the City of Athens.
The Contractor must comply with the Federal Prevailing Wage Rates on public improvements in Athens County as ascertained by the State of Ohio Department of Industrial Relations under the Davis-Bacon Act.
The proposed work is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 and the implementing regulations at 24 CFR part 75. The criteria for determining eligibility as a Section 3 business concern can be found in 24 CFR 75.5 and the selected Contractor’s Section 3 obligations, as described at 24 CFR 75.19.
This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs).
The Contractor must comply with American Iron and Steel requirements.
The City of Athens reserves the right to waive informalities as may be in its best interest.
