The UW is soliciting Statements of Qualifications (SOQ) from qualified general contractor design builders (which may include join ventures) to design and construct the UW Welcome Center. UW will engage in a two-part Integrated Design-Build (IDB) selection process: the General Contractor selection followed by the Design Architect selection. The University is utilizing the Design-Build alternative public works contracting procedure authorized under chapter 39.10 RCW, where the Design-Builder will be selected primarily on the basis of qualifications for the procurement, design, and delivery of the project. This project delivery method is appropriate for this project because it meets the following criteria listed in RCW 39.10.300:
(a) The construction activities are highly specialized, and a design-build approach is critical in developing the construction methodology;
(b) The project provides opportunity for greater innovation or efficiencies between the designer and the builder;
(c) Significant savings in project delivery time would be realized.
SCOPE: The proposed Welcome Center will be a vibrant, inspiring place housing a variety of uses, including the UW Visitors Center,
the starting point for campus tours and prospective student programming; the alumni center and UW Alumni Association (UWAA) programming; community and neighborhood programming; event, conference, and lecture space; University - branded retail sales; and social space for casual gatherings - all in addition to supporting an improved prospective student and visitor experience. The proposed 30,000-33,000 GSF facility will be located at the northwest corner of our historic campus core, adjacent to the existing Burke Museum, along NE 45th Street between Memorial Way and 15th Ave NE.
PRE-SUBMISSION MEETING: A representative from each design-build firm that intends to submit a SOQ is strongly encouraged to attend and sign-in at the pre-submission meeting scheduled for January 30, 2025, at 11:00 am. The pre-submittal meeting will be held in the Burke Museum, East Classroom (4303 Memorial Way, NE, Seattle, WA 98195.
