NOTICE IS HEREBY GIVEN that, in accordance with the Local Public Contracts Law at N.J.S.A. 40A:11-1 et seq., sealed competitive quotations will be received by the Bid Reception Committee of the Township of Hanover in the County of Morris and State of New Jersey for the performance of a Fireworks Display to take place on the night of Wednesday, July 1, 2026 with a rain date of Thursday, July 2, 2026, or the next clear night. The fireworks display will take place at Veterans’ Memorial Field located on North Jefferson Road in the Whippany section of the Township. The Bid Reception Committee will meet Tuesday, March 3, 2026, at 11:00 a.m., prevailing time, in the Main Meeting Room of the Township’s Municipal Building located at 1000 Route 10 in Whippany, to receive sealed competitive quotations.
Quotations hand delivered or received by mail or courier service will be accepted on or before the hour of 11:00 a.m. on Tuesday, March 3, 2026. No quotations will be received after the hour stated above.
The Fireworks Display Request for Proposal and Quotation may be obtained in the Department of Administration located at the Hanover Township Municipal Building located at 1000 Route 10 (at the intersection of Route 10 westbound and North Jefferson Road) in the Whippany Section of the Township, Mondays to Thursdays between 8:00 a.m. to 4:30 p.m. and on Fridays, between 8:00 a.m. to 1:00 p.m. or by going on-line to the Township’s website at

A competitive quotation shall be submitted on the standard proposal form provided by the Township accompanied by the following: (1) a Non-Collusion Affidavit as provided by the Township; (2) a copy of the vendor’s Business Registration Certificate issued by the New Jersey Division of Taxation; and (3) a copy of the Vendor’s current and valid Affirmative Action Certificate of Employee Information Report. These documents must be submitted in a sealed envelope and bear the name and address of the bidder, and the name of the project on the outside of the envelope. In accordance with the Local Public Contracts Law, the Township Committee of the Township of Hanover, as the contracting unit, shall award a contract to the fireworks vendor who submits the lowest responsive and responsible written quotation plus compliance in full with all the document requirements specified in the Township’s Request for Proposal.
The Township reserves the right to award a contract by resolution or reject all competitive quotations within sixty (60) days following the receipt of proposals.
Bidders are required to comply with the requirements of the Mandatory Equal Employment Opportunity Language at N.J.S.A. 10:5-31 et seq. and the Affirmative Action Regulations at N.J.A.C. 17:27.
