Guilford Technical Community College serves prospective students, current students, parents, faculty and staff, and external stakeholders such as the board of trustees, donors, businesses, community members, governmental and education groups, the media, etc. The redesigned website must comply with the American Disabilities Act (ADA) standards (minimum Level AA) and adopt a mobile-first, responsive design approach to ensure accessibility across platforms. The website will continue to use Cascade CMS. Any licensing or copyright requirements must be clearly identified in the proposal, along with all costs associated with proprietary Content Management System (CMS) maintenance, if applicable. GTCC will retain all rights to the website content.

The Vendor will work directly with the Website Redesign team and the Marketing team. The Vendor also may
be required to meet with senior leadership of GTCC and additional internal constituencies as requested by
GTCC.
2.2 AGENCY BACKGROUND
Guilford Technical Community College (GTCC), established in 1958 in North Carolina, serves over 30,000
students annually through diverse academic and workforce training programs. With multiple campuses and
flexible learning options, GTCC provides accessible, high-quality education and fostering partnerships that
support student success and regional economic growth.
2.3 SUMMARY OF PROBLEM STATEMENT
Guilford Technical Community College (GTCC) requires a new website to address several challenges with
its current site, including:
Poor navigation that limits usability for multiple constituencies.
Design that fails to meet modern accessibility and branding standards.
Maintenance challenges that hinder flexibility and scalability for future updates.
These issues have restricted effective communication with stakeholders and reduced access to resources
for students, faculty, staff, and the community. The objective of this project is to develop a modern, user-
friendly website that:
Enhances navigation and overall functionality.
Improves user experience and accessibility for all stakeholders.
Supports seamless integration with third-party systems.
Provides a scalable platform for future enhancements.
Facilitates ongoing updates through training and maintenance tools.
This project is vital to supporting the college’s mission of fostering engagement and improving
communication with its diverse audiences.
2.4 CONTRACT TERM
A contract awarded pursuant to this RFP shall have an effective date as provided in the Notice of Award.
The term shall be one (1) year and will expire upon the anniversary date of the effective date unless otherwise
stated in the Notice of Award, or unless terminated earlier.
The State retains the option to extend the Agreement for four (4) additional one (1) year periods for the
recurring costs as listed in Attachment D: Cost Form, under the same terms and conditions, at its sole
discretion.
2.5 EFFECTIVE DATE
This solicitation, including any Exhibits, or any resulting contract or amendment shall not become effective
nor bind the State until the appropriate State purchasing authority/official or Agency official has signed the
document(s), contract or amendment; the effective award date has been completed on the document(s), by
the State purchasing official, and that date has arrived or passed. The State shall not be responsible for
reimbursing the Vendor for goods provided nor Services rendered prior to the appropriate signatures and the
arrival of the effective date of the Agreement. No contract shall be binding on the State until an encumbrance
of funds has been made for payment of the sums due under the Agreement.
