Notes

The Plano ISD (“District”) is requesting proposals from qualified firms for a software solution for design/development of the Plano ISD Website. Additionally, the District is seeking if the platform also provides digital communication, messaging options. This document describes the required services and functionality of the solution, information that must be included in proposal submissions, and evaluation criteria.

Plano ISD serves approximately 49,000 students and has 74 schools over 100 square miles in Southwest Collin County.

TERM:
The contract term is for an initial three (3) year term.

This contract, upon agreement of both the successful vendor and the Plano ISD, will automatically renew in one (1) year increments until either party chooses not to renew with a ninety (90) day written notice.

1 INTRODUCTION
There are several attributes associated with this proposal. Some are notes and require No Response, but most
have a required response. Please be sure to view and respond to all attributes on each page. If you do not read
and/or respond to all Bid Attributes that require a response, the system will not allow you to submit your electronic

2 Electronic Bid Submittal
Although we are legally required to accept paper bids, we strongly request that bidders submit this bid
electronically. Electronic bidding, as defined under the State of Texas Uniform Electronic Transactions Act, is an
acceptable method of receiving bids based on The State of Texas Education Code Sec. 44.0313 and Plano ISD

3 Communications Statement
Contact between vendors and Plano ISD personnel during the RFP process or evaluation process is prohibited. All
communications shall go through the Purchasing Department during the competitive process. All questions received
and the corresponding answers will be distributed to all proposers. Verbal responses will not be provided. You may
click on the "Questions" tab to submit your question(s).
4 Evaluation Criteria
It is not the policy of Plano ISD to award bids on the basis of low price alone. To determine the award of this bid,
Plano ISD may consider the following, as provided in the Texas Education Code 44.031(b). 1) Price/discount; 2)
Consideration of location of vendor's principal place of business: 3) Reputation of the vendor; 4) Qualities of the
vendor's goods & services; 5) The extent to which the goods & services meet the District's needs; 6) The vendor's
past relationship with the District; 7) The long-term cost to the district to acquire the vendor's goods or services; 8)
The impact on the ability of the District to comply with laws and rules relating to historically underutilized businesses;
and 9) Any other relevant factor specifically listed in the request for bids or proposals.

5 Submission Requirements

Information on the firms experience and background
• Include examples of similar website redesign projects performed for school districts of similar size to Plano ISD.
• Include profiles on the employees who will work with the team on the redesign project
• Provide details on experience in website redesign and procedure
• Provide details on CMS platform (and if third-party / not in-house, reasoning for use)
• Give historic details on how you’ve maintained compatibility with common frameworks on other
customer’s websites for a minimum of 5 years - Include any challenges that have been experienced with this
process, if any have occurred
Provide a portfolio of design work showing latest website design enhancements and trends
• Include at least 3 examples of recent work (I.e. projects in-development and/or completed recently)
• Include examples of working designs rendered across Desktop, Tablet (landscape and portrait), and Mobile
• Include live/working links to the production versions of the example work listed
6 Submission Requirements

Project approach:
• Include proposed timeline (in weeks)
• Assessment of the current District website and sub-sites
• Testing of internal and external users (incl. support for at least two (2) public focus groups)
• Navigation development and analysis
• Content migration services (including page copy, images, documents, related media, and short-links)
• Details on design selection, revisions, number of revisions
• Training of District staff
• Customer service provided, maintenance and support (include detailed SLA with minimum response-times, and
remediation processes for any breaches of SLA)

Provide a brief company biography – years in business, number of employees, business focus, number of
customers, how long providing these services, number of clients, average client size, client retention rate,
organizational resources to undertake this project.
Describe what differentiates your company from your competitors.
Describe instances where you would use or refer to third party vendors for any of the required services.
Describe the implementation team and include a description of the role each member will play.
Describe the day-to-day service team and your expectations regarding the level of service and
responsiveness to be provided to the District.

9 Pricing
Provide outline of pricing and deliverables offered - Include line-item breakdowns as well as projected total ‘First
Year’ costs, and yearly ‘Maintenance Cost’
Cost for future revisions and work upon request of the District - Including any ‘flat-fee’ work
Provide complete pricing information in a detailed format. The solution price includes, but is not limited to the sale,
integration, delivery, installation, maintenance, training, and support of this system. Proposal will include, without
limitation, all labor, services, materials, insurance, licensing fees and any other costs necessary for the completion
of this project.
Describe duration of pricing/length of agreement, and when payment of ongoing fees would be expected.

1 Software Demonstrations
1 At the discretion of the District, responsive proposals from qualified firms may be requested to participate in an in-
person post-RFP interview / demonstration. The Purchasing Department will notify selected proposer(s) via email if
the District determines that such demonstrations and interviews are needed. Prosper(s) who accept the invitation
shall demonstrate their competence, qualifications and or ability to satisfy the District’s requirements.
Notification requesting a demo will be sent shortly after bid opening.
