PROJECT TITLE: Waterways Response Shed
Separate sealed BIDS for the Waterways Response Shed in Jefferson County will be received by the Jefferson County Board of Commissioners at the Clerk's Office, 210 Courthouse Way, Ste. 100, Rigby, ID 83442 until 5:00 P.M. Friday, September 4, 2026. The Board of Commissioners' regular meeting will commence on September 8, 2026 at 9:00 A.M., at which time bids will be publicly opened and read aloud in the Commissioners' Meeting Chambers, Jefferson County Courthouse Annex, 2nd Floor. This solicitation supersedes the prior July 2026 solicitation, and all bids submitted under the prior solicitation have been rejected by the Board of County Commissioners.
It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to provide a complete installation shall be included in the bid and shall conform to all Local, State and Federal requirements. Minority and women’s owned businesses are encouraged to bid. Jefferson County is an Equal Employment Opportunity (EEO) employer.
Work consists of the design and construction of one sixty-five-foot by sixty-foot by eighteen-foot (65' x 60' x 18') single-slope, heated and insulated metal building, together with the foundation, reinforced concrete floor, doors, windows, insulation, plumbing, electrical, heating, restroom plumbing and fixtures, and all other Work expressly allocated to the Contractor in the Bid Documents. Copies obtained from the issuing office require four (4) hours' advance notice and payment of a nonrefundable deposit of $75.00.
Objections: Written objections to specifications or bidding procedures must be received by the Commissioners at least three business days before the scheduled bid opening. “Written objections to specifications or bidding procedures must be received … at least three (3) business days before the date and time upon which bids are scheduled to be opened.” Idaho Code § 67-2805(2)(a)(ii).

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder.
Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder's qualifications.
All bids must be signed, accompanied by evidence of authority to sign, and accompanied by bid security in the amount of five percent (5%) of the total bid, in the form of a bid bond, certified check, or cashier's check payable to Jefferson County. Failure to furnish the required bid security shall render the bid nonresponsive.
Jefferson County reserves the right to reject any or all bids, waive nonmaterial irregularities as permitted by law, and award the Contract to the lowest responsive and responsible bidder in accordance with Idaho Code § 67-2805.
