BEGINNING IN THE TOWN OF WATERBURY AT MILE MARKER 63.000 AND EXTENDING NORTHERLY ALONG INTERSTATE ROUTE 89 (SOUTHBOUND) FOR A DISTANCE OF APPROXIMATELY 82,368.00 FT (15.600 MILES) TO MILE MARKER 78.600 IN THE TOWN OF RICHMOND.
